In little more 63 years of existence with the blessings of Almighty Allah, Pakistan had witnessed a number of full-fledged and caretaker Prime Ministers come and go with or without completing their constitutional tenure. PPPs Mohtarma Benazir Bhutto and PMLs oown faction chief Mian Muhammad Nawaz Sharif had earned the distinction of serving as the Prime Minister twice each, that too by rotation one after the other. Each time, their government was dismissed by the President on sorts of charges. In fact, the historical facts reveal that Nawaz Sharif had served as the Prime Minister thricetechnically speaking though otherwise he is considered to have become the Prime Minister of Pakistan twice. As the details go, Nawaz Sharif had become the Prime Minister for the first time on November 6, 1990 after the mid-term polls were held on October 24, 1990 following dismissal ofBenazir Bhuttos government.was dismissed by the then President Ghulam Ishaq Khan on August 6, 1990 under Article 58(2)(b) of the Constitution which was somehow excessively used to remove the elected civilian governments every now and then. First session of the so elected 9th National Assembly was held on November 3, 1990 and first military dictator Field Marshal Muhammad Ayub Khans son Captain (retd) Gohar Ayub Khan was elected as the Speaker and he took the oath next day i.e. November 4, 1990. Nawaz Sharif was elected the Prime Minister of Pakistan on November 11, 1990 for the first time. The Assembly was dissolved by the then President Ghulam Ishaq Khan on April 18, 1993, again under Article 58(2)(b) and PM Nawaz Sharif was sent home packing. Sardar Mir Balakh Sher Mazari was appointed as the caretaker Prime Minister for the intervening period till another mid term election were held in the country with a politically chequered history. Dissolution of the National Assembly by the President in this manner was challenged in the countrys apex court by the removed Prime Minister. The Supreme Court of Pakistan, headed by Chief Justice Syed Nasim Hassan Shah, after hearing the case restored Assembly on May 26, 1993 as a result of which Mian Nawaz Sharif staged comeback as the Prime Minister and caretaker Prime Minister Sardar Balakh Sher Mazari went home earlier than scheduled. Seeds of discontent were thus sown and the President and the Prime Minister were not having smooth sailing and moving onwards in harmony with each other. Through the intervention of some well wishers , it was agreed that both President Ghulam Ishaq Khan and Prime Minister Mian Nawaz Sharif should quit their offices together and go back to their respective homes. As per this arrangement, the Prime Minister recommended to the President and accordingly the National Assembly was dissolved, second time in less than four months, on July 18, 1993. Ghulam Ishaq Khan Khan, who had risen to the highest office of the land as the President after starting his career reportedly as a Tehsildar, was born in 1915 and expired in October 2006 while leading a retired life in all respects. Nawaz Sharif, who was born in 1949, is still around quite active politically as the leader of own faction of PML which is now headed by his younger brother Mian Muhammad Shahbaz Sharif who is currently Chief Minister of the countrys biggest province, Punjab.Mian Nawaz Sharif is recovering from minor surgery in London these days after he had suffered heart attack. As a matter of fact some other hectic developments had taken place on April 18, 1993 including recording of the address to the nation by the PM amidst tight security arrangements overviewd by Captain Muhammad Safdar at his residence in Model Town , Lahore. According to the eyewitness accounts, text of speech of the Prime Minister brought from Islamabad was discarded and fresh script written by senior journalist and columnist Nazir Naji, who was among the team of well-wishers of PML (N) leadership. Former Punjab Governor Lt General (retd) Ghulam Jillani Khan, since expired couple of years back, had visitedMian Nawaz Sharif among some others and gave the much soughtadvice as how to wriggle out of the sensitive and ticklish situation. Among the government functionaries present there were Muhammad Saeed Mehdi and Shahid Rafi besides selected PTV and Radio as well as NNI founder Hafiz Khaliq. After the speech was recorded, teams of PTV and Radio Pakistan officials were despatched to their stations along with armed escorts to ensure that the recorded speech of the Prime Minister do not fall into some wrong hands.
