LAHORE - The Punjab Education Department has turned down the request of Punjab University's former acting Vice-Chancellor Prof Dr Muhammad Arif Butt seeking MP-II scale for the services he rendered during September 24, 2007 to January 2, 2008 for the varsity. The education department has taken plea that only a regular VC appointed through advertisement by search committee is eligible for the said scale, the PU sources told The Nation on Tuesday. It is worth mentioning that MP-II scale is a privilege of the regular VCs only under which they are entitled to get attractive perks and salary package. According to the details, former acting VC Prof Dr Muhammad Arif Butt has requested through Deputy Secretary (Admin), Governor's Secretariat, regarding his pay fixation as an acting vice-chancellor of the Punjab University. The secretariat forwarded a letter from the additional treasurer, University of the Punjab, Lahore in which he has intimated that Prof Dr Muhammad Arif Butt worked as acting vice-chancellor of PU from September 24, 2007 to January 2, 2008 and he has claimed that his salary be fixed in MP-ll scale for the said period, as admissible vide decision taken in the 2nd meeting of the Chancellor's Committee held on May11, 2006. The secretariat further requested that views and comments in the matter could be furnished for the information orders of governor (chancellor) at an early date. Former Vice-Chancellor Lt Gen (r) Arshad Mehmood's tenure was expired on 23-09-2007. On completion of his tenure, the governor (chancellor) allowed Prof Dr Muhammad Arif Butt, Dean Faculty of Chemical Engineering and Technology to act as PU VC till the appointment of a regular incumbent. The education department was of the view that according to the decision of 2nd meeting of the Chancellor's Committee held on May 11, 2006, "All the vice-chancellors of all provincial public sector universities should be appointed after advertisement through a search committee process. The search committee will be required to select three names for approval of the chancellor out of which the vice-chancellor may be selected and vice-chancellor should be awarded MP-ll grade with immediate effect." It is submitted that the governor/chancellor has been pleased to allow Prof Dr Muhammad Arif Butt to act as PU vice-chancellor from September 24, 2007 till the appointment of a regular incumbent. Thus, Prof Dr Muhammad Arif was working as an acting vice-chancellor, not as a permanent vice-chancellor of the university and no contract was signed for MP-ll scale with him. The Standing Search Committee did not appoint him. Therefore, his request for the fixation of his salary in MP-ll grade cannot be entertained.
