islamabad - The Burn Care Centre has become victim of an administrative rift between the Pakistan Institute of Medical Sciences and the Shaheed Zulfiqar Ali Bhutto Medical University when the order to appoint a director of the centre has been withheld on the same day of its issuance, an official told on Thursday.

Though, the BCC administrative and clinical matters are being run by its Head of Department, the administrator PIMS issued a notification of appointing a director to run the affairs.

However, on the same day Vice Chancellor Shaheed Zulfiqar Ali Bhutto Professor Dr. Javed Akram withheld the notification and the order could not be implemented.

The notification issued by PIMS Administrator Dr Altaf Hussain said: “With immediate effect and until further order Dr Mutahir Shah is hereby transferred from director OPD-IH to Director MCH and BCC.

All the correspondence of the MCH and BCC will be routed through him to the undersigned. This issues with the approval of Vice Chancellor”.

Meanwhile, the notification when reached the VC SZABMU, he withheld it until further orders.

According to the PC-1 of BCC, it was described that the BCC will run under the administrative and financial control of the Executive Director PIMS. Consultant surgeon will act as head of the unit for discipline and administration of the Burn Centre.

Later, Professor Dr. Tariq Iqbal was appointed as Head of Department of the BCC assigning him the duty of administrative and clinical affairs while the post of director was ceased in 2009.

An official said that BCC was established as separate facility allocating separate fund from the hospital so administratively post of a director was not existed in the centre.

The official also said that the current appointment of the director was also not a good decision as a low scale official was given superior administrative charge.

The official also added that the newly-appointed director also allegedly had a dubious role regarding occupation of BCC residential flats.

Talking to The Nation, Administrator PIMS Dr Altaf Hussain said that the appointment was made following the directions of the Supreme Court. He said the BCC does not have the head on its administrative side.

Dr Altaf said that the PIMS administration has implemented the SC order. He said that the HoD of BCC was only running the clinical affairs while administrative affairs would be held by the PIMS appointed official.

Meanwhile, VC SZABMU informed The Nation that the notification had been withheld as it was wrongly issued. He said that post of director was not existing in the BCC so there was no reason of new appointment.

The VC said that he had directed the authorities to officially put up the matter so that it could be decided whether it is necessary to appoint a director or not.

The VC also said that such decision can also damage the administrative affairs of a well-reputed BCC which is a model for all the hospitals in the country.  “The decision of PIMS administration is not implemented,” he said.

The PIMS and the SZABMU administrations are already at loggerhead for the separation of two entities.

The PIMS association had held a month long strike to pass the bill of separating both bodies.

The National Assembly though has passed the bill, yet the Senate has referred it to the standing committee for consideration.

Ministry of Capital Administration and Development Division is the supreme authority of health sector and hospitals.

An official also said that the ministry in violation of SC orders has again prepared the list of promotions giving seniority to the officials on deputation.

The SC earlier had ordered to repatriate all the doctors in federal hospitals from other provinces. However, some of the officials after their repatriation again got their postings in the federal capital hospitals.

These officials are working on high posts at PIMS, Polyclinic and NIRM hospitals.

The official said that ignoring the permanent officials for promotion has spread disappointment among them.

He said that nearly 10 officials were being given priority for promotion ignoring seniority of permanent officials in the federal hospitals.

A senior official at the CADD told The Nation that no discrimination would be done with anyone in promotion and merit will be followed.
