ISLAMABAD  - A week back removal of Director General of Federal Directorate of Education (FDE) Shahnaz A. Riaz bounced back on Friday when the Establishment Division cancelled her transfer orders and restored her to the post of DG.

The Capital Administration and Development Division (CADD) on February 13 had transferred DG Shahnaz A. Riaz from the post on the pretext of an inquiry that had partially proved misuse of power and irregularities of funds of evening shifts schools by her. She was asked to report to CADD for further suitable posting. CADD maintained that the decision was taken on the basis of an inquiry conducted by Privatization Commission Secretary Amjad Ali Khan and the Secretary CADD can transfer an official of attached department of CADD.

But the Establishment Division cancelling the transfer orders said, ‘if the CADD intends to transfer the DG, a summary may be moved to the Establishment Division’.  It is advised that the posting of Dr. Shahnaz A Riaz being a BS-20 officer is not within the competency of Secretary CADD so the notification of her transfer may be cancelled, said the notification issued by Establishment Division. The notification has been received but could not be notified by the CADD as CADD Secretary Faridullah Khan is out of country, confirmed Parliamentary Secretary for CADD Raja Javed Ikhlas who played a key role in her restoration to the post. Dr. Riaz said that she could not assume charge as the office of the DG was locked. “It is lamentable that I was removed by involving in a fake inquiry by a lobby of a few officials who are hell bent to remove me to keep their own irregularities under wrap. As many as 28 private bank accounts have been exposed and 11 computer labs have been discovered that exist only on papers. Inquiries have been held against the responsible officials but no one was removed by CADD,” she added.

This was the second time that she was removed by the education managers. Dr. Riaz due to be appointed as DG since 2001 was appointed by the Supreme Court as DG FDE in 2010 but after 10 days she was transferred to Academy of Education Planning and Management (AEPAM) in February 2010. And the apex court had repatriating her to her parent department as DG FDE in May 2012.

The office of DG has lost its effectiveness because of the successive changes of DGs. To maintain quality in educational institutes is not the priority of the bureaucracy because their kids do not study in public institutions so they use to play hide and seek in education department, said Federal Government College Teachers’ Association (FGCTA) President Professor Tahir Mehmood.

The department that regulates around 422 government schools and colleges of the capital city is badly ignored and decisions are made without proper homework and without considering side effects of the decisions made. This jock should be stopped now and involvement above reason in FDE must also be stopped. And only those who own institutions should hold the office, he stressed.
