Punjab Chief Minister Shahbaz Sharif suspended an MS of a Rawalpindi hospital for negligence while the Advisor Interior Rehman Malik suspended the SHO of a Rawalpindi police station for torturing two people. While such surprise raids by these gentlemen are highly laudatory as they would promote efficiency and discipline in the concerned departments, these cannot be performed too often by very high officials for obvious reasons. Therefore, surprise checks of this kind should be made instead by the respective heads of these departments. That will augment the supervision and control to a great extent. The most effective way of introducing this system is that whenever Messrs Sharif and Malik find something wrong someplace, they should take disciplinary action against not just the culprits but their immediate superior officers also. The superiors should be punished for not exercising due supervision, command and control over their subordinates. In the above mentioned case of the police station, for instance, the SP or the SSP concerned should have also been suspended for not ensuring that his charges operated lawfully.
