ISLAMABAD - Officers Association and Collective Bargaining Agent (CBA) have pressurised the management of OGDCL, a state-owned company, to regularise contract employees and induct trainees without any test deviating from its prescribed rules, sources told TheNation on Monday. According to well-placed sources, controversy emerged when CBA and Officers Association demanded of GM (HR) to regularise their blue-eyed contract employees and induct trainees violating the prescribed rules. As per rules employee who completed five years and had satisfactory performance deserved regular contract. Above all the company board was competent to decide regularisation. However, the Officers Association is demanding regularisation of employees who did not even complete their timeline as yet. Sources further said, 290 trainees who were blue-eyed of CBA and Officers Association were offered eleven-months internship programme in OGDCL. They completed their training duration. After that there was no justification to induct them without going through the recruitment process. Sources further informed that despite pressure, the General Manager (HR) did not violate rules of the company. The above said bodies approached Supreme Court for induction of trainees without any test against the then advertised positions. After hearing the version of GM (HR) the apex court ordered to ensure merit. Test was conducted through Institute of Business Administration in which 800 candidates appeared. Out of that, 190 trainees and others qualified for. However, the CBA keeps demanding hiring of the children of the deceased emploees without test, sources maintained. This scribe contacted Rizwanul Haq Butt the leader of Officers Association said, We are still demanding permanent induction of contract employees. When this scribe contacted Taj Muhammad Deputy Secretary CBA, he said, We have made it clear to the management that the CBA recommended candidates should be inducted. We will not accept any IBA test obligation for the children of deceased employees of the OGDCL. To a question he said, there were certain groups involved in propagating against the management including GM (HR). However, we are not part of any conspiracy, he made it clear. Sources are of the view that GM (HR) had stopped all the illegal promotions, allowances, training allowances and increments. This has made the bodies of OGDCL annoyed and in reaction they started media campaign against him. Sources further said, that GM (HR) Muhammad Mureed Rahimoon joined OGDCL on deputation in August 2008. His induction was requested by the management of the OGDCL and that was duly approved by the Ministry of Petroleum and Natural Resources. According to the documents available with this scribe, Rahimoons service was requested by the OGDCL. The documents proved that the Petroleum Ministry upon the request of OGDCL withdrew Rahimoons services from the Trading Corporation of Pakistan and inducted him in OGDCL. Rahimoon is civil servant having and experience as GM (Admin-HR/Import/Corporate Affairs) in TCP. He has also served as Assistant Director/ Deputy Director (Coordination) passport and immigration for four years at Karachi, the document further revealed. As per approval of Board and pay fixation committee decision (document available with TheNation) the GM (HR) is getting Rs356,923 inclusive of all allowances equivalent to other GMs e.g GM (System) Dr Fawad is drawing Rs 428,000 GM (Joint Venture) Qamar Zaman Somo is getting monthly salary over Rs400,000, GM (HR-II) Zeshan over Rs350,000 per month. To a question Rahimoon said, that some influential employees having good contacts with media were propagating against him.
