QUETTA - Members belonging to different political parties criticised Balochistan Budget 2015-16 for allegedly not including their proposals and schemes in Public Sector Development Programme.

The Balochistan Assembly session was held with Acting Speaker, Mir Abdul Quddoos Bezinjo in chair here on Sunday evening.

PML-Q MPA, Abdul Kareem Nosherwani said that earlier, Rs300 million were allocated in PSDP for the development schemes which he proposed for his constituency and other areas. But later, these allocations were not included in PSDP when the budget was presented in the provincial assembly, he added.

Supporting his stance, Provincial Minister for Excise and Taxation and PML-Q Parliamentary leader, Sheikh Jaffar Khan Mandokhel said, "I’ll sit on Opposition benches if development funds of Mr. Nosherwani were not allocated and released."

PML-Q MPA, Dr Ruqayyia Saeed Hashmi said that Nosherwani presented a true stance and the government should earmark funds for uplift schemes.

Responding to them, CM’s Adviser on Finance, Mir Khalid Langov and Minister for Planning and Development, Dr. Hamid Khan Achakzai said that Nosherwani was a senior politician and he should think before speaking on an issue.

Awami National Party parliamentary leader, Eng. Zamarak Piralizai said that people of the province depend for their livelihood on agriculture, for which only nine percent funds were allocated in the budget.

"We have lesser income than expenditures as the budget 2015-16 showed a deficit of Rs26 billion," he said. He said that why official vehicles were being purchased at high prices when the province had no sufficient income. He alleged that the opposition's schemes were ignored in PSDP 2015-16. Pashtoonkhawa Milli Awami Party MPA, William Barkat said that the government presented a people-friendly budget saying that the development funds were increased by 9.3 per cent in comparison with last fiscal year.

"The allocations for law and order sector were increased by 26 per cent while 1741 new posts were created in Education Department which would help resolve unemployment issue," he said.

PkMAP MPA, Nasrullah Khan Zeeray said that heads of federal corporations and institutions were not taken from Balochistan.

"Balochistan has its share of Rs70 billion in Federal PSDP but last year, the federal government announced to spend Rs15 billion from Federal PSDP in Balochistan," he said. He said that a large number of the people depended on cross border trade for their livelihood in Balochistan which was being banned.

PML-Q MPA, Dr. Ruqayyia Saeed Hashmi said that a male was made minister of portfolio of women development adding that no more funds were allocated for women in Budget 2015-16.

PML-N MPA, Ms. Rahila Hameed Khan Durrani said that women were more than half of total population of the country but they were ignored in new budget of Balochistan.

Provincial Minister for Agriculture, Sardar Aslam Bezinjo said there was difference between the budget speech and the budget documents.

"There were no allocations for Kachhi Canal and Agriculture University projects in the Budget Documents which were mentioned in the budget speech of the Advisor to Chief Minister on Finance," he said.

Provincial Minister for Planning and Development, Dr. Hamid Khan Achakzai said that Rs90 billion was being spent on ongoing schemes. "We have allocated Rs 05 billion for Local Government and also earmarked adequate funds for solar energy and agriculture sectors," he said.
