LAHORE - Lahore College for Women University (LCWU) caretaker vice chancellor Dr Uzma Qureshi conducted a selection board for appointment of associate professors (BPS-20) on tenure track on March 17, it has been learnt.

The Punjab government on July 2015 had appointed Dr Uzma Qureshi as caretaker vice chancellor of the LCWU just to look after day-to-day matters of the varsity till appointment of a full-fledged VC.

The post of the VC fell vacant after tenure of incumbent Dr Sabiha Mansoor expired on July 13 last year. And the selection procedure was long underway.

The exercise was done even without mandatory requisition sent by some of the heads and deans of the departments, said sources privy to development requesting anonymity. Moreover, all the heads, directors and deans of faculties were not consulted prior to conducting the selection board.

Interestingly, the board was conducted very next day when one of the university deans went on ex-Pakistan leave.

Experts were not invited from a Standing List of Experts approved by the Syndicate that is mandatory under the university calendar. On the same grounds the Lahore High Court has demoted and declared the appointment of Dr Shazia Quraishi from University Law College as illegal.

The court in its judgment wrote “in selecting the experts, an initial consultative process within the departments must take place and the suggestions of the Chairman/directors of the department be placed before the Selection Board for deliberations.” The court further highlighted statutory role of Selection Board and the Syndicate in preparing a standing list of experts.

The avoiding to follow such rule suspected invitation to the experts which could favor the favorite candidates for high slots of grade 20 tenure track associate professors who get heavy packages as compared to other faculty members.

Sources claimed that the research publications as well as experience required to become an AP were not fulfilled.

Some of the faculty members of the LCWU have shown concerns over the illegalities happenings in the universities and demanded of the chief minister as well as Secretary Higher Education department to order probe into the matters.

They also demanded of the government to appoint the VC in the varsity on merit. They alleged that the VC has conducted the selection board just to oblige the bigwigs to secure her position as permanent VC in future.

They also alleged that some of the political figures were interested in the LCWU VC appointment that has more than Rs10 billion budget and grants.

When conducted varsity registrar Uzma Magsi and the PRO Anwer Khan, they didn’t respond.
