Meeting the need

Summer brings many problems, the major issue being electricity failure. Due to the outdated system, power breakdowns happen more often during rain or storm and the staff of Lesco does not believe in responding to complaints. They had announced a ‘Central Complaint Cell’ but it does not seem to have materliazed. The numbers given for the Ex-En and others on the bills are never received. The call center on the other hand, does respond politely.
The website for Ministry of Water & Power only gives an e-mail address, how is one to get any service by writing an email in Pakistan? They should give relevant phone numbers for people who have urgent problems.
