ISLAMABAD - The lawyers fraternity gave two weeks to the parliamentary committee to finalise Terms of Reference for the investigation of Panama Papers Leaks.

They said if the parliamentarians can’t develop consensus on ToRs in 15 days then they will consider that the parliament is not serious and has failed to fulfill the desires of masses to uproot corruption.

The lawyers said right now they are waiting for the decision of the parliamentary committee after that they would be compelled to take up the issue effectively and if a need arises then they will launch a movement against corruption.

The lawyer convention was held under the banner of Supreme Court Bar Association at the SCBA Complex, Islamabad on Saturday. The representatives of various bars across the country, including SCBA President Barrister Ali Zafar and Vice-Chairman Pakistan Bar Council Farough Naseem on Saturday met to chalk out a plan against corruption, especially the Panama Papers leaks.

At the end of the convention a resolution was passed unanimously that urged the parliamentary committee to finalise the ToRs in two weeks and also include the lawyers ToRs in it. They demanded that the investigation should start from the Prime Minister and his children. The investigation should be held of everyone but it should begin from the PM and his family and later the investigation be carried out against other members of the parliament but the business community and other should not be included in this accountability process.

The convention further demanded that the Chief Justice of Pakistan appoint in service or retired judges of the apex court for the commission and also include one legal expert. The commission should be empowered to collect information regarding Panama Leaks from abroad as well. All the institutions should be bound to cooperate with the commission, which shall submit its report in two months but its tenure could be extended upto six months and the commission report should be made public.

The commission should be given power of civil judge, which could examine of any kind of the record, the resolution said.

Addressing the convention, the SCBA President Ali Zafar said that corruption is increasing day by day, therefore the people have zero tolerance for it, adding if need arises then a campaign would be launched against the corruption. He said people were greatly disappointed with the rulers. He said that heaven has provided an opportunity to deal with this issue as through Panama Leaks we have information about the offshore companies of PM and his children and also about billion of rupees flats in UK and other countries.

He said it appeared that both the government and opposition are confused on the issue of Panama leaks. He said the letter, which the government wrote to Chief Justice of Pakistan for constitution of commission. According to that the commission has no powers to conduct investigation outside Pakistan. Vice Chairman PBC Farogh Naseem said being a parliamentarian many things were revealed to him. He shared that they (MPs) even do not spare the Zakat money. He stressed the need to eradicate corruption from the society and said for this objective the lawyer community is united. President Multan District Bar Azeem-ul-Haq, Pirzada, Shaukat Rauf Siddiqui, Chaudhry Muhammad Muneer, Naseeb ul Khan, Barrister Salahuddin and other lawyers also addressed the convention. They demanded that there should be independent and powerful commission for the investigation of Panama Leaks.
