A Switzerland psychologist, Jean Piaget, who died in 1980, said: Only education is capable of saving societies from collapse, whether violent or gradual. Unlike Pakistan, almost the entire world has been aware of the significance of education and its direct link with development and elimination of all ill-practices in the society. Pakistans budgetary allocation on education is below even the UNESCOs prescribed limit of 4 percent. Sadly, in the budget of 2010-11, below 2% have been allocated for education. According to the UNESCOs Education for All Global Monitoring Report 2010, Pakistan has been placed in number four on the regional list of countries with the highest number of adult illiterates. The further gloomy picture of neglect of importance of education can be found in Education Statistics 2006-7. The report reveals that between the ages five and 19, only 27.9 million are enrolled in schools of all institutions, while 42 million children of these ages are not enrolled in any kind of school it means 60% are out of school. Such staggering figures do not bode well for Pakistan. They ultimately add to the ranks of poverty and some to criminal networks. The world countries have felt theneed of education and almost all are spending over the prescribed 4%. As Cuba has been spending the highest budget ratio of 18%. There is need to understand the point that the weak democracy and alarming levels ofcorruption are because of abysmal conditions of education sector. It is an established fact that wherever education is above 80%, democracy is strong. Pakistan needs to stick to its words that were said during approval of latest educational policy that it would allocate seven percent of its GNP on education.
