ISLAMABAD - In violation of Supreme Courts directives and despite the Higher Education Commissions reminders, the universities of the Federal Capital have failed to remove retired employees and members of teaching faculty, who have been rehired against the administrative posts, instead further special posts and positions are created for retired persons. The Supreme Court has directed the government to look into the cases of the employees who have been reemployed on contract for different periods after superannuation but no progress has been made and almost in all the universities retired employees have been rehired instead of removing already contractual superannuated employees including teaching and non-teaching staff. The HEC has also written letters to the universities to remove retired professors and lecturers who have been appointed on contract basis against the permanent seats. Though, they can be reappointed as researchers or visiting faculty members if the universities need their expertise but they have been appointed as deans and head of departments. Likewise, on administrative posts retired employees of non-teaching staff have also been appointed on the same posts afresh. The Federation of All Pakistan Universities Academic Staff Association (FAPUASA) has also demanded the removal of contract employees who have been reemployed after retirement violating the Supreme Court and HEC directives. According to the list available with The Nation the faculty members who have been appointed on contract basis after retirement at International Islamic University Islamabad include Danish Mand, Dean Faculty of Management Sciences, Dr Muhammad Riaz, Dean F/O Basic and Applied Sciences, Dr Rasheed Amjad, Dean F/O Languages and Literature and Dr Sahibzada Sajidur Rehman, DG Dawah Academy. The National University of Modern Languages has a long list of reemployed employees who have been rehired on contract basis including Muhammad Yasin, Director Administration, Brig (Retd) Muhammad Saeed Malik, Director Academics, Brig (R) Muhammad Siraj-ud-Din, Director Security, Col(R) Naveed Ahmad, Director Technical, Col (R) Saeed Ahmad, Regional Director Lahore, Col (R) Tanvir Zia, Regional Director Karachi, Brig (R) Waheed, Regional Director Faisalabad, Brig (R) Abdul Razzaq, Regional Director Multan, Col (R) Mushtaq, Regional Director Peshawar. The faculty members who have been reappointed as head of the departments of various disciplines include Brig (R) Dr. Allah Bakhsh Malik, Col (R) Syed Jawaid Ahmed, Dr. Bashir Ahmed Khilji, Maj Gen (R) Usman Shah, Dr. Zia-ul-Haq, Dr. Z.A Qureshi (Retd. PTV Producer), Dr. Rashid Ahmad Khan (Retd. Bureaucrat), Brig (R) Saulat Raza, Brig (R) Dr Muhammad Akbar, Brig (R) Humayun Shah, Dr Muhammad Azam (Retd VC). In Allama Iqbal Open University reemployed people include Shahab-Uddin-Shahab, Director Print Production, Sheikh Abdul Rehman, Hostel Manger, Dr. Inam Ul Haq Javid, Chairman Pakistani Languages, Sheikh Anwar Ul Haq, Editor News Letter, F. M. Zahid, Assistant Registrar, Zia Ul Islam, Account Section PPU, Salman Masood, Consultant, Ismat Ullah, Head Training Section. It has been learnt reliably that the Vice Chancellor of AIOU has been hiring people on contract basis on 17 and above grade posts despite the Supreme Court orders and HEC directives. One the one hand, visiting faculty members and resource persons are denied their salaries citing various issues and on the other the university has been hiring retired people on administrative posts on hefty salaries to favour their cronies. In Quaid-I-Azam University as well, though, employees have been appointed after retirement but no high level administrative person has been re-employed. President FAPUASA Dr Muhammad Fida said the decision of Supreme Court should be implemented in true spirit and all such retired persons be removed as soon as possible. He urged the Chief Justice of Pakistan to take suo moto notice of violation of its directives. He said, though, the HEC had written letters to the universities to remove such superannuated employees but never pursued the matter, which should be followed for implementation. Iqbal Shah, President Academic Staff Association of AIOU, while talking to The Nation said such people are not rehired because they are highly qualified and experienced but they are hired due to political backing. He said if a PhD professor gets retirement and he was supervising any research work of students he can be rehired as consultant or visiting faculty member but he should not be appointed as dean or head of a department as it blocks and affects the seniority and promotion of the junior staff. He said according to University Act retired employees cannot be reappointed on administrative posts and the association has asked the HEC to implement its decision in the public sector universities. Prof. Kaleemullah Bareech, Vice President of FAPUASA, said the historical decision of the apex court regarding the removal of retired officers from the regular posts should be implemented immediately in all public sector universities. He called for the removal of rehired employees on hefty salary packages in HEC as well.
