ISLAMABAD - As many as 33 visits to Pakistan by top US officials and Congressmen from January 1 to August 22 this year are reflective of the deep American interest in Pakistan on one hand but on the other, they also reflect very well how Washington is 'micro-managing its affairs in this South Asian state. Another intriguing aspect of the US visits is the fact that many of them are not even approved through regular governmental channels, i.e. through the Ministry of Foreign Affairs. These visitors from the United States not only visit Islamabad so many times beating those from any other state but also in some cases (military officials trips) even the foreign ministry is unaware about their arrivals before they touch the Pakistani soil. Richard Boucher, former US Assistant Secretary of State, made the first visit by any American official to Islamabad this year (January 5-6) followed by that of Congressional delegation led by then Senator and todays US Vice President, Joseph Biden on 9 January 2009. And it was US Special envoy, Richard Holbrooke, who made the second last visit by any American official up till now in 2009 on August 15-19, 2009 followed by the last one by Congressional delegation led by Senator Robert Corker on August 20-22 2009. So far Holbrooke has made five visits to Pakistan after taking the charge of Special Representative of President Obama to Pakistan and Afghanistan. During this time several key US officials like CIA Director Leon Panetta, FBI Director Robert Mueller, Director of National Intelligence, Dennis C. Blair, US National Security Advisor, General James Jones and many others made trips to Pakistan. The important US Congressmen like Senator John Kerry, Senator Jack Reed, Senator Lindsey Graham and others also visited Pakistan during the first 8 months of current year. Then there are frequent visits of top US military officials like General David Patraeus, Commander US Centcom, Admiral Michael Mullen, Chairman Joint Chief of Staff and others so far in 2009 but only two or three such visits are on the record of foreign ministry whereas there is no mention of many other trips. Such a high number of visits by the US civilian and military officials and also the senators and representatives show the high level of interest that the United States has in Pakistan. However, there is another worrisome aspect to it, the US administration has opted for the micro-management policy in Pakistan and its officials are interacting with the authorities in every ministry of their interest including also those not on senior positions, said a diplomatic source aware of current developments on the front of US-Pak ties. He said that all that interaction, which was meant to serve the interests of Washington, most of the time went unnoticed in the foreign or interior ministries and other relevant official quarters. According to sources, the level of coordination between the government offices as for dealing with the Americans was very poor and it could deeply harm the interests of Pakistan in coming months and years. One negative outcome of this faulty policy could be the huge loss to the national exchequer in the shape of squandering of US financial assistance to Islamabad and resultantly prolongation of grave economic crisis that in turn will harm the very stability of the country, he said.
