Zero-tolerance for corruption

The sacked minister for religious affairs Hamid Saeed Kazmi should have himself resigned from his slot. But he did not do so as he deemed himself innocent. Lets suppose that corruption has been committed solely by his subordinates and that he is not at all involved in this shameful act. The question then arises: who is responsible? Pilgrimage arrangements should be taken with great care and responsibility. It is obvious that religious affairs minister is bound to make these arrangements in a transparent manner. But it is obvious that he has failed to carry out his job honestly and owing to that thousands of pilgrims were fleeced by the mafia. It is regretful to say the least. It goes without saying that corruption prevails in every part of the world but in cultured and civilized nations, ministers tend to resign after such serious charges.
