KARACHI – Blatantly violating the three party lease agreement, Fishermen’s Cooperative Society Limited (FCSL) had sublet the area of post office to a private bank.

The lease agreement was signed between Karachi Fish Harbour Authority (KFHA), Government of Sindh, and Fishermen’s Cooperative Society Limited (FCSL) in 2004 and FCSL was liable to give overdue payment of Rs40 million to KFHA on account for the ground rent, TheNation learnt on Friday

According to a complaint letter written by KFHA Managing Director Abdul Ghani Jokhio to the FCSL Chairman, the construction work had also been started at the premises of the post office. FCSL had once again willfully contravened the clauses of the said agreement and sublet yet another area to a private bank within the premises of K-II Auction Hall.

The letter reads that earlier various premises were sublet unlawfully which was not only violation and deviation from objective of bylaws of FCSL and KFHA Ordinance 1984 but also liable for contempt of court proceedings.

It reads the office had been writing various letters with a request to address the issue time and again but to no avail and forced the KFHA to initiate legal proceedings against FCSL, including lodging of FIR against the Manager FCSL who fails to deliver the responsibilities.

The letter further states the non serious attitude of FCSL functionaries was pushing the fishing sector towards the verge of collapse and prevailing ban on export to EU since 2007 was worst example.

KFHA Managing Director demanded the FCSL Chairman in the letter to make arrangement for overdue payment of Rs40 million against ground rent, Rs6.3 million of electricity charges, Rs81.35 million of water charges and Rs55 million of development (maintenance and repair) spent within the area under rental to FCSL (payable under section 18(2) of KFHA Ordinance 1984) total sum of Rs183.15 million to the KFHA within seven days otherwise KFHA had only option to revoke the lease agreement and take over all installations rented out to FCSL forthwith beside action under prevailing rules.

An official of the KFHA told TheNation that the politically rooted extortionists had become active in the FCSL and violating law of the harbor openly. He said that the criminals were making millions of rupees through just ‘commission on fish catch’.

Meanwhile, the two-day livestock, dairy, fisheries, poultry and agriculture exhibition-LDFA 2013 will be held at Karachi Expo Centre from February 23.

This was stated by the Chairman Sindh Board of Investment (SBI) Zubair Motiwala while addressing a press conference here Thursday. He said the exhibition will open new avenues of investment in this very important sector.

Motiwala said that concerned departments have worked closely with SBI and KMC to organise this grand event which will have seminars and exhibitions of horse and cattle, pet, flower and Sindh culture and ornamental fish show.
