Majority of the key executive posts are being held by retired officers in Pakistan which nullifies the scope of promotion and better future of in service senior officers. If contractual jobs are must for top level bureaucrats, there is no need of setting a retirement age as retiring and re-employing will only burden the national kitty and nothing else. It has been observed that contract employees lack sense of responsibility and devotion interalia infusing unrest in subordinates. Juniors ready to replace retiring officers are often demoralized and sometimes lose interest in their work as they find no bright prospects for themselves in job. Surprisingly, the retired zealots get extension after extension on the basis of merit. The blockade at the top slot shuns all doors for the youth ready to enter the job market.
