LAHORE - The Punjab government is trying to eradicate corruption from the province with 75 per cent posts of Deputy Director Investigations lying vacant in Anti-Corruption Establishment (ACE) since long, said well-placed sources in ACE on Friday.

A senior officer on condition of not to be named said that apart from this certain influential officers were posted against lucrative posts in sheer violation of anti-corruption rules.

As per statistics gathered by this scribe against 37 sanctioned posts of deputy directors across the province only eight officers were working while other seats were lying vacant since long.

In Rawalpindi Region four seats are approved while only one officer is working while three posts are lying vacant. Similarly in Gujranwala Region five posts approved and one officer working, Sargodha Region four posts approved and one officer working, in Lahore region four sanctioned posts and only two officers working, in Bahawalpur region approved posts three and one officer working, in Sahiwal region against three sanctioned posts one officer working, in Multan no officer is working against four sanctioned posts, in Dera Ghazi Khan region four approved posts only one officer posted, in Faisalabad there are four sanctioned seats and only one officer is posted and interestingly in ACE headquarter Lahore there are two sanctioned posts of Deputy Director investigations but there is no officer posted.

An officer of ACE seeking anonymity said that what sort of department is this where 75 per cent posts of investigation officers are lying vacant.

Apart from this as per rules the post of Deputy Director General (DDG) is supposed to be filled by posting of an officer of an equilent grade from DMG or PSP or PMS cadre in the government. But Khalid Kanwar the officer posted against above said post is from anti-corruption service and he has been serving against same post since long.

An officer said, “Khalid claims to be close relative of provincial Law Minister, Rana Sanaullah and influence the working of ACE”. He filters the complaints of development work wherein huge financial corruption is involved and only those complaints are sent to director general for action whose accused do not grease his palm. It was disclosed that Khalid creates hindrances for any other officer posted against DDG office. In the past an officer Shamim Asif was posted against said office but he had to relieve charge after clerical staff made him failed by not cooperating with him in office working. Another officer of ACE said that Khalid has created the atmosphere of fear among subordinates and the officer who utters any word against him he has to face music and hard posting as well.

When contacted Khalid Kanwar in this regard he refuted all the allegations saying that it was not possible to filter the complaints because a single complaint is registered at more than stages. To another question he said, “I have asked repeatedly DG ACE to transfer me from this office since it is office where an officer has to work even after office timing to meet the targets”. He believed that some rival officers were hatching conspiracy against him in the department.
