Not a surplus budget

I saw various headlines referring to the Punjab budget with incorrect figures and proclamations of it being 'a surplus budget'. Then I went to the internet and found the budget to be spent was Rs 489 billion, and not Rs 314 billion as stated by some papers. On appendixes of the budget document, the amount stated is Rs. 489 billion in the spending columns. I have noticed that the Punjab government got Rs 420 billion in taxes and share of government awards for 2009 -10 and Rs 489 billion for 2009-10. So lets not put in this rubbish in the papers that the budget is surplus when it is clearly not. -SALMAN JAFRI, via e-mail, June 17.
