ISLAMABAD - The National Accountability Bureau is all set to file a corruption reference against former prime minister Raja Pervaiz Ahsraf and others after completion of the investigation for the award of rental power plants contract to M/s Young Generation (Pvt) Ltd, The Nation has learnt.

According to the documents available with The Nation, the Supreme Court had referred this case to NAB for investigation, which ordered direct inquiry against Pervaiz Ashraf , ex-finance minister Shaukat Tareen and former water and power secretary Shahid Rafi, Fazal Ahmad Khan, Pepco managing director Rafiq Butt, ex-CEO, Northern Power Generation Company Limited (NPGCL), Ejaz Babar, ex- NPGCL finance director and others.

In this case, the accused persons were blamed for corruption, corrupt practices and misuse of authority in award of 150MW rental power project (RPP) contract to M/s Young Gen Power Ltd at Satiyana Road, Faisalabad, and caused the loss of Rs 435.7 million to the national exchequer. The case is also part of 175 mega scams list which was submitted by NAB in the apex court last year.

The NAB executive board converted the inquiry into investigation in this case on December 3rd, 2015, and asked the Rawalpindi Bureau to speed up the investigation and submit its report to the NAB headquarters with recommendations. The documents further reveal the Rawalpindi Bureau advised the NAB headquarters to file the corruption reference against Raja Pervaiz Ashraf and others after a detailed investigation. The upcoming NAB EBM will decide about filing a case or not, the sources added.

Talking to The Nation, NAB Director General Zahir Shah confirmed the bureau had completed its investigation in the award of contract to M/s Young Generation (Pvt) Ltd against Pervaiz Rashraf and others. He said the NAB had sent the details of investigation to the NAB headquarters along with its recommendations. The NAB executive board meeting had already approved six corruption references, two inquiries and two investigations against Pervaiz Ashraf , Shaukat Tareen, Shahid Rafi, Fayyaz Elahi, ex-Pepco MD Tahir Basharat Cheema and others.

According to the documents, the first inquiry is against Raja Pervaiz Ashraf and others in case of Rs 2.3 billion funds released for a road from Sohawa to Chakwal and Mandra to Gujar Khan. The second inquiry against ex-government functionaries and others is regarding award of rental power plant’s contract to M/s Reshma Power Generation Ltd, Raiwind, Lahore, while Raja Pervaiz Ashraf , Shahid Rafi, Fayyaz Elahi, Ghulam Mustafa Tunio, and Tahir Basharat Cheema are the main accused in this case involving Rs 379.850 million. The NAB approved two investigations against the former premier and the first investigation is against Raja Pervaiz Ashraf , Shahid Rafi, Fayyaz Elahi, ex-MD PPIB, Fazal Ahmed Khan, ex-MD Pepco and Tahir Basharat Cheema in case of illegal award of a 51MW RPP contract to M/s Walters Power

International without open competitive bidding upon terms and conditions favourable to sponsors, in violation of PPRA rules and Nepra Act, causing loss to the national exchequer, and illegal amendment in the rental services contract to favour the sponsors at the cost of the state exchequer and Rs 1.3 million are involved in this case. The second investigation against Ashraf and others is for approving post-bid variation in RSC clauses in violation of PPRA rules and illegal enhancement of advance from 7 percent to 14 percent in violation of bidding conditions.

The NAB EBM has also filed six references against Pervaiz Ashraf , Shahid Rafi and Ismail Qureshi, ex-secretaries, water &power, Fazal Ahmad Khan and Tahir Basharat Cheema in cases of Karkey, Sahuwal, Piranghaib, Neudero-II and Samundari Road RPPs. Another reference has been approved against Raja Pervez Ashraf, ex-chairman EOBI Zafar Iqbal Gondal and others in case of appointment of son-in-law of Raja Pervaiz Ashraf , Azeemul Haq, in the World Bank and EOBI.
