Islamabad: The Islamabad High Court has restrained the FIA from holding inquiry against Capital Development Authority (CDA) officials in the allotment of plot to Grand Hyat Regency Hotel.

The CDA has allotted one of the most expensive plots in the federal capital to the owners of Hyat Regency Hotel near Convention Centre at throw away rate, whereas its actual market value was Rs20 billion.

The Public Accounts Committee had asked the National Accountability Bureau (NAB) to investigate the matter, but the NAB could not take up the matter. Subsequently, the FIA started its probe but on the orders of a powerful personality in the government, the case was transferred to FIA Lahore.

The PAC also instructed the CDA to provide passports and national identity cards numbers of those people to whom the plot had been allotted but CDA ignored the order and handed over the possession of the plot to the hotel’s owners. Later, the hotel owners obtained loan from a bank by showing ownership of the plot in their name.

CDA also gave three years’ time for the allottees for making full payment instead of one year as mentioned in the contract.

Earlier, the auditors raised objection that the plot had been allotted against rules and regulations at far less price than the market rate.

On the other, the hand Civil Aviation Authority also raised objections that the CDA has allowed the owners to construct five-storey building which could create problems for air traffic .Moreover some sensitive departments also raised objections that construction of a huge building near foreign embassies could be a security risk .

The affected party (hotel owners) approached the Islamabad High Court. In their application, they said that investigation against the matter by the FIA Lahore was malafide. On Tuesday, IHC Justice Amir Farooq stopped the FIA from probing the matter.

A five-member team of FIA is carrying out the probe under Director Lahore Zone Usman Anwar . Its other members are Additional Director Javed Hussain Shah, Assistant Director Muhammad Jamil, AD Javed Sultan and Inspector Nayer Tirmizi .

The team interrogated some CDA officails on Monday. In this regard the record of Planning Wing and State Management of the department was also collected.
