ISLAMABAD - AHMAD AHMADANI - Terming the selection as sheer violation and utter mockery of laid procedures, the NA body on Thursday sought detailed report about the appointments of all Managing Directors (MDs) of oil, and gas entities of the country.

A meeting of the subcommittee of the Parliamentary panel held here to review various affairs of high importance of oil and gas entities on Thursday in the Parliament House with its Convener Jamshed Dasti in the chair expressed serious annoyance over the ineligibility of Ministry of Petroleum and Natural Resources (MPNR) due to which ineligible persons are sitting at the top slots in different oil and gas departments of the ministry. Showing serious concerns regarding the appointments of Managing Directors of state-run oil and gas entities, the NA body has now sought detailed report from MPNR about the appointments of heads of Pakistan State Oil (PSO), the Oil and Gas Development Company (OGDCL) and Pak Arab Refinery Limited (Parco).

During the course of this meeting, the panel recommended removal of MD PSO Naeem Yahya Mir for holding dual nationality and ineligibility for the post. The subcommittee further noted that the appointment of the MDs OGDCL and Parco was made in violation of laid procedures. The committee also directed Parco to regularise their contract employees by abolishing controversial ‘contractual system’ in the company. This Legislative body also recommended DMD Jahangir Ali Shah to form Human Resource management policy for PSO.

The Convener of this subcommittee Jamshed Dasti pronounced that how it can be tolerated that MD PSO who has dual nationality is running all the business of a largest oil agency in the country. Committee demanded removal of MD, CEO PSO Naeem Yahya Mir and said that Naeem Yahya Mir should be removed because he may take any decision against the national interests and later flee abroad.

Dasti also directed the Additional secretary Abid Saeed to remove MD PSO Naeem Yahya Mir from his post else he will go to the Supreme Court against his dual nationality.

Jamshaid Dasti also severely criticised the rule of the Advisor to PM Dr Asim Hussain by saying that illegal appointments are being done even today in the Parco but the Advisor is in deep slumber. As Dr Asim is not elected with public votes so he can’t feel the intensity of rage and critical agony being faced by common man of the country, Dasti added.

The Committee expressing its grave concerns over the inability of OGDCL management in handling the affairs of the state owned enterprise also annoyed at the disclosure of oil theft worth over Rs Rs328 million in OGDC. The oil theft was discussed in details in the meeting. The meeting was briefed that such a large amount of oil has been pilfered from the system of OGDCL as company’s officials were allegedly found involved in stealing large amounts of High Speed Diesel (HSD) from the Logistic Base Tando Alam.

In this regard, MD OGDCL Masood Siddiqui informed the parliamentary panel that two officials were involved in this act who have been suspended while a reference has been sent to NAB against these officials.

The Committee directed MD OGDCL to give complete report in this regard and to remove ghosts officials from the OGDCL and don’t accept any kind of political pressure from any side.

Giving details about the recruitments in SNGPL officials informed the committee that during last few years 72 executives and 17 sub-ordinates have been regularised and from Jan 2012 1037 workers have been hired on permanent basis. 379 are executives, 62 officers while 33 are subordinates have been recruited on contract basis.

The committees also directed officials of SNGPL to give complete report about the recruitment in the company and also to give details of those who have been terminated premature from their posts. Committee also called to review the board decision in this regard.

The committee also expressed its serious annoyance over undue delay in legislators development schemes said that development schemes of MNA’s are lingering from year and SNGPL is delaying development projects then one can imagine what would be their attitude with a common man. Committee recommended GM operation Aman Ullah to take concrete steps for immediate completion of development projects of MNA’s.

It is to pertinent to mention here that top gun at the OGDCL, owing to the alleged embezzlement of HSD since 2006, had already suspended Chief Engineer/Operation Manager Logistics Niaz Ahmad Arbab and In-charge Store Hussain Bux Narejo and sent their case for further necessary action to the National Accountability Bureau (NAB).

Moreover, on 5th November during the course of subcommittee meeting Jamshaid Ahmad Dasti said that the government had appointed head of OGDCL Masood Siddiqui in violation of rules and regulations, as he did not meet required experience and qualifications.

He said the government had also appointed Siddiqui without advertising his post, also added that appointment of MD Parco was also in violation of defined procedures.
