KARACHI - The Sindh Assembly Thursday passed a bill regarding reinstatement of 619 employees who were sacked from 1997 to 2008, despite tooth and nail opposition.

Senior Minister for Food and Parliamentary Affairs Nisar Ahmed Khuhro tabled the Sindh Sacked Employees’ (Reinstatement) Bill, 2016, for reinstatement of government employees which the house approved with majority votes according to which, 619 employees of government, semi government and corporations under the government control will be reinstated with all their previous salaries, perks and privileges.

Speaking in favour of bill, Minister for Parliamentary Affairs Nisar Khuhro said that a ministerial committee, which was constituted to review the cases of the terminated employees, received 1900 applications from the sacked employees and after thorough inquiries, recommended 619 cases for reinstatement.

He said these employees were terminated from services in sheer vengeance and now after the recommendation of ministerial committees they have been reinstated and have joined their duties.

Passage of this bill is aimed at providing legal cover to these employees, he added.

Khuhro argued that whenever PPP came into power the party gives jobs to jobless people and if this is crime the party would commit such crime repeatedly.

PTI member Samar Ali Khan, while speaking on the bill, said that though giving jobs to was a good thing but it would be against merit.  

Opposing the bill PML-F members Nusrat Sehar Abbasi said that the whole province should know the reason behind dismissal of the persons from services and who would benefit of this bill.

MQM Parliamentary Party leader Syed Sardar Ahmed said that government should provide the list to these employees so the opposition could see the reason behind their termination.

PML-N legislator Ismail Rahu said that the law should have been framed before the reinstatement of these people. He asked at to why the employees of education and police department who were recruited during PPP regime were not reinstated.

Chief Minister of Sindh, Murad Ali Shah defending reinstatement of these employees, said that Shaheed Mohtarma Benazir Bhutto had given jobs to these people on merit but the dictator had terminated their services in vengeance.

He said that when PPP government came into power in 2008, it had constituted committees for their reinstatement and these employees were reinstated in 2009. He said National Assembly had already approved bill for the reinstatement of sacked employees but Sindh Assembly for some reason could not passed such bill at that time but today it has passed this bill.

Murad Ali Shah said neither any case was pending in the court against these employees nor any chief secretary declared this step illegal.

The house which was called in order by Speaker Agha Siraj Durrani, declared the privilege motion moved by PTI member Khurram Sher Zaman over sale of liquor out of order.

Khurram Sher Zaman moved privilege motion regarding lack of enforcement by the relevant government departments and law enforcement agencies to prevent the sale and consumption of alcohol in restaurants throughout Sindh.

The house also declared the adjournment motion moved by PML-F member Nand Kumar regarding twenty lac people of Hyderabad are compelled to use dirty and most dangerous water of Phuleli canal as out of order after local bodies minister opposed the motion.

The Sindh Arms (Amendment) Bill, 2016 and The Sindh Right to Information Bill, 2016 were introduced in the house which were referred to the concerned house committees.

The house carried mandatory question and answer hour regarding Excise and Taxation Department and was adjourned till Friday morning.
