LAHORE - Lahore Capital City Police Officer (CCPO) Muhammad Amin Wains has said that the challans of the cases registered under national action plan against the violators of loudspeaker act, distribution of hatred material, and provocative speeches should be completed at the earliest and sent to courts.

He said that it should be ensured that the accused persons arrested in these cases are awarded deterrent punishment and police officials should not create delay in providing evidences to courts for this purpose. Otherwise, strict action will be taken against the police investigators, he warned.

The Lahore police chief expressed these views while presiding over a high-level meeting held at the Investigation Headquarters Qila Gujjar Singh on Thursday. SSP Investigation Rana Ayaz Saleem, DIG Operations Haider Ashraf, SP CIA Muhammad Umar Virk and all the SPs of the Investigation were also present on this occasion.

The CCPO also said that divisional SPs of the Operation and Investigation wings should pay visits to police stations in their respective areas on daily basis to check the official record and cleanliness arrangements. The field officers were also directed to ensure investigations of criminal cases on merit and timely completion and submission of challans to the courts. He said that if any licensed arm is used in any crime, the license should be cancelled and a letter should immediately be written to the concerned authorities and followed.

The performance of investigation wing of the first three months of 2015 was also reviewed in the meeting. The CCPO said that it should be ensured that the forensic lab experts should personally get various samples including DNA in murder and rape cases.

SSP Investigation Rana Ayaz Saleem gave a briefing about three months’ performance of investigation wing. Appreciating the performance of investigation wing, the CCPO said that like arrests of gangs, recovery of illegal arms, and increased ratio of challan of cases, Investigation Wing along with Operation Wing should evolve a coordinated and practicable action plan for checking motorcycle theft and street crime by launching a vigorous crackdown against criminal elements.

Amin Wains asked DIG Operations and SSP Investigation to send reports to his office about the visit of SPs to the police stations on daily basis and those SPs who do not visit police stations regularly or keep close contact with complainants for the arrest of absconders, would be transferred.

The CCPO further said that SPs should personally supervise the investigation of murder cases and ensure quality of investigation.

He also announced cash prizes and commendatory certificates for SP CIA Muhammad Umar Virk and SP CRO Umar Riaz Cheema on the recommendations of SSP Investigation for showing good performance in maintaining crime record and organizing CRO Branch on modern lines.

Muhammad Amin Wains also directed that the divisional SPs should personally investigate the cases related to A-Category absconders. He also appreciated performance of police officials regarding arrest of the accused involved in tragic murder case in Misri Shah and announced cash prizes. He said that those police officials showing outstanding performance and earning good name for the department would be encouraged while no zero-tolerance would be observed against incompetent, dishonest, and lethargic police officials.
