KARACHI Sindh Governor Dr Ishratul Ibad Khan on Tuesday promulgated the Ordinance which will enable the government to appoint the officers especially the unified cadre of officers working under the Local Governments/Councils in the province. The Ordinance issued after further amendment by the Sindh government in the Local Government Amendment Bill 2010. The new amendment in the LG bill has removed the bar to appoint only civil servant as administrators. According to officials, following the promulgation of the Ordinance, the officials of Sindh Government and Local Bodies institutions could also be appointed as administrators. Earlier, the Core Committee of the coalition partners, PPP and MQM, met at Governors House and discussed the issues of technical aspects of the Local Government Amendment Bill 2010. Sindh Senior Minister and PPP Parliamentary leader in Sindh Assembly Pir Mazhar-ul-Haq, Ayaz Soomro, Rafiq Engineer, Syed Murad Ali Shah from PPP, while Raza Haroon, Syed Sardar Ahmed, Dr.Sagheer Ahmed, Adil Siddiqui and other represented the MQM. After resolving the issues, bringing further amendments in the Local Government Amendment Bill, Governor promulgated the Ordinance. Under the amendment Ordinance, the government can appoint officers of the civil servants including officers of Local Government Department and Sindh Councils Unified Grades officers as administrators. Government will appoint the Grade-19 officer as Administrator in the districts, while grade 17 and 18 officers will be appointed as administrators in the Towns and Tehsils (Talukas) of the province. However, after promulgation of ordinance, the technical hurdles have been removed to appoint officers as administrators as government can dissolve the Local Councils and Nazims any time. But, sources said that as difference have not been resolved among the coalition partners as PML-F of Pir Pagaro has demanded that administrators of five districts-Sanghar, Khairpur, Mirpurkhas, Matyari and Umerkot districts be appointed on the their recommendations.
