LAHORE - All the 25 Principals of the Government Colleges who were suspended for the poor result of their respective colleges in the BA, BSc annual examination 2009 of the University of Punjab, have been reinstated to their positions. Half of them were exonerated of the charges, some of them given minor punishment while two of them secured court injunction against their suspension. The principals were suspended in September 2009. The principals, mainly of degree colleges in Punjab were suspended for zero and below 08 per cent result in the BA, BSc. Annual examination 2009 declared in August last year. However, no subject teacher was punished for poor result. The Higher Education wing of the Punjab Education department has since convened a meeting of Principals in the Civil Secretariat recently to exhort them to improve the result, both at degree and intermediate level. Proposals were sought from the principals as to how the results can be improved, which are being considered by the department. The Principals were however, given mandate to report the absenteeism and negligence of teachers for strict action by the Secretary Higher Education under the removal from service Ordinance 2002. The government has also set up a monitoring and evaluation cell at the Civil Secretariat to check attendance of college teachers in accordance with the provision of timetable of each class, which starts from 8:00am. Dozens of teachers were warned and issued show-cause notices for being absent from the classroom. The DPI colleges have also been directed to undertake periodical inspection of the colleges. However, nothing was being done to overcome shortage of teachers in the colleges. Also there was no monitoring of second shift at intermediate, graduate and postgraduate level in the colleges, nor there was any move to enhance the remuneration of teachers working in the second shift on per lecture basis. These teachers are employed only for a period of six months and get nominal lecture-based remuneration and no other privilege. They do not get any salary during the summer and winter vacations and on closure of institutions during public holidays.
