The confidence of the public in the department of police has been on a downward slide. The common public prefers to settle matters on their own rather than, approaching police or even the courts. The public has an imbedded fear of the legal system and especially the police. Nowadays, one can find many reported incidents where the citizens took the law into their own hands, rather than calling in the police or approaching the legal system for assistance. Police is an institution which is a tool for enforcing law and order in a democratic system of government.
