ISLAMABAD - The Islamabad High Court has sought reply from National Accountability Bureau on the bail plea of Raja Babar Ali Zulqarnain, a legislator of AJK assembly and son of former AJK president Raja Zulqarnain, in the Karkay rental power corruption reference.

A division bench of IHC comprising Justice Shaukat Aziz Siddqiui and Justice Mohsin Akhtar Kayani has also directed NAB to submit a report explaining how a Turkish power plant ship left the country despite apex court orders restricting its movement. During the hearing, Justice Siddiqui in the bench remarked that the Supreme Court had directed to ensure that the ship stays within the remits of Pakistan but it appears that the ship sailed back to Turkey. “We want to know who authorized removal of the ship from the remits of Pakistan,” he further remarked and directed NAB to submit a reply within 10 days in this matter.

The counsel for Zulqarnain maintained before the court that investigation of his client is completed and he is imprisoned at Adiala jail on judicial remand. He prayed to the court to order for the release of his client on bail.

Zulqarnain was arrested on January 21, 2016 after an IHC bench had dismissed his pre-arrest bail application along with a petition seeking respite from NAB’s alleged harassment.

He is allegedly involved in Karkay rental power project corruption reference alongside 27 more accused. As per corruption reference Zulqarnain was appointed to act as a local representative for the Karkey Karadeniz Elektrik Uretim, a Turkish company which had set up a power plant onboard a ship berthed at Karachi Port to provide electricity to the national grid, and provide logistical support to the visiting representatives of the company.
