islamabad - Chairman Capital Development Authority has served show-cause notices on 15 CDA officers who were found involved in abetting land mafia as well as police officers in illegal occupation of state land in Mouza Pindorian, Islamabad, The Nation has learnt reliably.
The action has been taken in the light of a fact-finding inquiry regarding complicity of CDA staff in mushrooming of Katchi abadi in Mouza Pindorian, a copy of which is exclusively available with this correspondent.
The inquiry commission was appointed by the chairman CDA on 11 December, 2015 which was mandated with fact-finding regarding complicity of CDA staff in mushrooming of the katchi abadi. Hussain Asghar, DIG Punjab Constabulary who is investigating mushroom growth of katchi abadis in the federal capital, had sent a special report to chairman CDA regarding activities of land mafia in Pindorian.
The CDA officers who were found having supported the encroachers in illegal possession of CDA land in Pindorian area for monetary benefits include Deputy Director (DD) Land Amir Shehzad, Assistant Director (AD) Badar Maqsood, AD Syed Adalat Shah, AD Iqbal Mughal, Supervisor Shahid Kazmi (most active), Inspector Babar Sohail, Inspector Hilal Zafar Malik, Inspector Imranullah, Inspector Muhammad Jehanzeb, Inspector Usman Lashari, Inspector Zulfiqar Ahmad, Inspector Mukhtar Hussain Sindhi (most active), Sub-Inspector Aftab Nazar, Sub-Inspector Ameer Jan, and Sub-Inspector Dost Muhammad (most active).
Six police officers and officials are also found involved in illegal possession of the CDA land. According to the fact-finding report, they include SP (Retd) Ishaq Warraich (4 kanal), DSP Ashraf Shah (4 kanal), Inspector Rafique Warraich (4 kanal), Inspector Yaar Muhammad (4 kanal), Head Constable Rana Muhammad Afzal (10 marlas), and Constable Esa Khan (10 marlas along with gas connection).
On October 9, 2015, the CDA had demolished 20 to 22 houses in the locality. But the report said the demolished katchi abadi has again started emerging in connivance with CDA officers and field staff. “Now over 150 houses have been constructed in which around 500 Afghans and Christians are dwelling. This locality is flourishing rapidly. If the construction continues, it will reach 500 houses and 3000 population in just one year. The encroachers have earmarked plots for mosque and church and after their construction, it will become very hard to dislodge them,” said the report.
The report further said that Zulfiqar Kiyani who is a CDA employee along with some individuals including Haq Nawaz Abbasi, Sarwar Khan, Malik Asghar, Sharafat Kiyani, Touseef, Aatif and Mumtaz Abbasi were involved in property dealing in the said area. Those who are occupying the CDA land illegally include Saeen Babar Hussain, Malik Imran, Raja Gul Nawaz, all residents of Pindorian, Malik Younis, Malik Zaheer, Malik Nawab, all residents of Jaba Teli.
The report said that Asif property dealer in connivance with Irj Kiyani and area patwaris sold out 5-marla plots out of the CDA land to the individuals by tampering khasra numbers. WAPDA also provided electricity connections to them due to the same.
Pindorian is situated at a distance of 3 kilometres from Lehtrar Road, Islamabad. The said mouza was acquired by CDA on April 20, 1977 after payment for land and built-up property under the National Park scheme but around 120 locals are still occupying the CDA land.
The findings of the 2-memnber inquiry committee comprising Abdul Salam Shah (Director E&M) CDA and Zahid Sultan (Director BCS, CDA) recommended that Islamabad police hierarchy may also be implicated in the case of growth of katchi abadis. “Since the authority had removed the katchi abadi in October 2015 and requested police to register a criminal case. The same was not done and the local population feeling encouraged again attempted to re-establish the same,” the inquiry report said.
The inquiry commission recommended that for proper land demarcation, the directorate of land, CDA may approach Rawalpindi and Islamabad revenue authorities to help identify the boundaries of Mouza Pindorian. It also recommended to immediately remove encroachments from CDA land in the area.
