We talk of dams as if no dams have ever been built around the world or are still not being built, as if no dams have ever been built in Pakistan. Sindh was able to cultivate 27 lac additional acres after Tarbela dam was commissioned. Is there any reason to doubt that the same will not happen if Kalabagh dam is built. Is it beyond the capacity of the people of Pakistan that they cannot ensure equitable distribution of the waters of Kalabagh dam. Are we going to keep crying wolf while 30 million acres, many more in Sindh than in Punjab, are lying barren for want of irrigation water. Are we going to keep crying wolf while the mouths to be fed are increasing by the day, the population having tripled since Tarbela dam was built. Are we going to keep crying wolf while India sits on our rivers and we have only a 30 day contingency reserve? Are we going to keep crying wolf while we advance from being water-stressed to being water-scarce, water available to each Pakistani having dropped from 1200 to 1000 cubic meters per annum.
