KARACHI - The Sindh Assembly on Thursday passed a bill titled “Sindh Livestock Registration and Trade Authority Bill 2017” aimed at registering the livestock and issuing them an identity card to track down their movement in the province.
The bill that was tabled by the Minister for Parliamentary Affairs was supported by all parliamentary parties of the assembly.
It is aimed at establishing a livestock registration and trade authority whose headquarters would be in Karachi.
This authority would establish a system for registration and identification of the animals across the province as per international standards. It would enable the authorities to find out whereabouts of the registered livestock.
The authority would ensure international standards in trade and marketing of the livestock while a special instrument would be attached with the livestock to track them which would not be harmful and could be detachable at any time.
The authority would register the livestock and would establish their database. “The livestock owners would register their animals and they would be provided with facilities and basic information regarding their health issues.
The owners had to register their animal at the time of their birth and the authority would have to be informed regarding their movement, sale, purchase and death.
The computerised database would have the record of the livestock birth and death and special identification would be allotted to each of them and when brought to the slaughter house, the authority should be informed.
Livestock authority would work on the welfare and nutrition of the livestock and the butcher would be trained and registered with the authority.
The livestock brought from outside the Sindh province would also be registered and identified and a document would be provided for their movement. Terms and conditions would also be implemented on livestock brought from outside Sindh. Board of directors would run the authority’s affairs which would be headed by Minister for Livestock and fisheries.
Speaking on the occasion, MQM Parliamentary Leader Syed Sardar Ahmed applauded the provincial government for bringing this law and said that the lawmakers should support it. “This will enable the province to ensure supply of better livestock and meat to the consumers,” he said.
Minister for Livestock Muhammad Ali Malkani said that the bill would enable the government to improve the situations of the slaughter houses and the movement of livestock would be linked to their health conditions.
The House also passed two bill titled Jacabobad Institute of Medical Sciences Amendment Bill and Shahdadpur Institute of Medical Sciences amendment bill in order to decrease the members of the board of governors while a bill to establish institute of animal health in Karachi was also introduced.
Moreover, Sindh Assembly Speaker Agha Siraj Durrani announced that the Assembly would observe Eid Miladun Nabi event at the provincial assembly building. The gathering would specially be attended by Pir of Qambar Sharif Hussasin Shah.
Meanwhile, the house on Thursday also passed a resolution recommending the federal government to ensure enrollment of 13 million women voters across the province in the voting list and take all steps in this regard. The resolution was tabled by Minister for Parliamentary Affairs Nisar Ahmed Khuhro.
He said that the issue of important nature therefore a resolution was passed to divert attention of the federal government towards this important matter.
The speaker later read out the message from Governor Sindh Zubair Umar to prorogue the session of the assembly.
