KARACHI - Chief Minister Qaim Ali Shah and MNA Faryal Talpur on Sunday took the local leadership into confidence on Sindh People’s Local Government Ordinance 2012, directing the party’s district chapters to hold seminars and meetings to muster support for new law.Chaired by the Sindh chief minister and attended by Faryal Talpur, divisional presidents, provincial MPAs, MNAs, members of party’s Sindh Council, district presidents, general secretaries, the provincial leadership in the meeting took the PPP Sindh Council members on board on local government ordinance and relief measures being taken by the Sindh government to help the rain affected people in Sindh.In the context of spreading opposition and movement by the nationalist and other parties, the chief minister and Faryal Talpur, briefed the party’s Sindh chapter on the new law and said that the nationalists, PML-N and other parties were spreading negative propaganda among the masses against the new ordinance.The chief minister told the party’s provincial cadre that the commissionerate system had remained intact in the new law, besides the police, revenue and other important subjects were also the provincial govt’s subjects.The chief minister and Faryal Talpur while reading the ordinance conveyed to the party members that new law was far better than those enforced by the military dictators in their tenures. A member of the PPP Sindh Council confirmed to TheNation that for the first time they were also provided the copies of the ordinance in the meeting and leadership directed them to study it first and then create awareness among the masses\voters on the new law by holding seminars and public meetings. Sources privy to the meeting further said that some members of the Sindh Council expressed their annoyance over the joining of party by opponents, who were part of the Musharraf government and had victimised the party workers and officer-bearers.Sources said that Talpur, who is considered de-facto chief minister of province, expressed her anger that PPP lawmakers do not go to their constituencies to resolve the people problems, so how can we win the next elections in this situation. So no one should oppose joining of the party by outsiders, she added.Meanwhile, Qaim Ali Shah while addressing a press conference at CM Secretariat told the media that local government ordinance and recent floods were discussed in the Sindh Council meeting.  Flanked by Sindh Information Minister Sharjeel Memon and party’s provincial general secretary Taj Haider, chief minister clarified that local government ordinance was democratic and pro-people.He said that the nationalists and other parties were opposing the local government ordinance even without studying it.The chief minister also invited the nationalists and other parties to identify ‘flaws’ in the new law, so it could be amended during the debate in the Sindh Assembly for converting it into act through legislation. He said that the parties, who opposing the present govt’s local government law, were silent when military dictator enforced 2001 devolution system in which powers of provincial govt were devolved to the district governments.“The districts were given powers of provincial government in Musharraf’s local government system, deviating the concept of the provincial government,” CM said, adding that the commissionerate system has been retained, besides police, revenue and other provincial subjects had not been devolved to the metropolitan\districts in the SPLGO 2012. He said that no any minister and advisor of allied parties-PML-Q, PML-F, ANP and NPP - have given his\her resignation to the Governor, who is the authority concerned to accept or reject it. The CM said that Sindh government spent Rs45 billion for relief and rehabilitation of flood and rain affectees in last three years - 2010, 2011 and 2012.The CM complained that the federal government has not provided Rs20,000 for each victim of 2010 floods and Rs10,000 for each victim of 2011 rains, announced by the former premier Gilani.Regarding absence of rangers during violent protests against blasphemous film in city, the CM said that the rangers were deployed for the security of diplomats and important places in the City.
