LAHORE As the penultimate nail in the coffin of Pervez Musharrafs much-trumpeted Local Government System, the Punjab government on Wednesday appointed bureaucrats to head all tiers comprising elected representatives established under the Punjab Local Government Ordinance 2001. The notification in this regard has been issued by the Local Government and Community Development Department, which has been done in pursuant to subsection-4 of section 179-A of the PLGO 2001. By virtue of this, the provincial government has appointed Administrators and has transferred them all powers of district governments including five City District Govts, Tehsil and Town Municipal Administrations, Nazims and Deputy Nazims of Union Councils and concerned Councils. As per notification, the District Coordination Officers of each district have been appointed as Administrators with all powers of District Nazim, District Naib Nazim and Zila Councils, while in all the districts except Lahore, Gujranwala, Faisalabad, Rawalpindi and Multan concerned Deputy District Officers (Revenue) have been appointed as Administrators in rural suburbs, Tehsil Municipal Administrations and concerned District Officers (Revenue) have been appointed as Administrators in every Tehsil of district headquarter with powers of Tehsil Nazim, Naib Tehsil Nazim and Tehsil Councillor. Similarly, Tehsil Officers (Regulations) have been appointed as Administrators of all the Union Councils falling in the jurisdiction of the Tehsil Municipal Administrations, and have been delegated the powers of Union Nazim, Naib Union Nazim and UCs. According to a separate notification, administrators have been appointed in place of Town Nazims of the City District Governments, Town Nazims, Town Naib Nazims and Town Councils in Lahore, Faisalabad, Gujranwala, Rawalpindi and Multan. For Lahore CDG, Ravi Town Lahore DDO (Consolidation) Usman Ghani, Data Gunj Bakhsh Town DD (Registration) Faisal Atta, Aziz Bhatti Town DDO (Registration) Aftab Ahmad, Shalimar Town DDO (Reg) Amir Ahmad Khan, Nishtar Town DDO (C) Kulsum Saqib, Iqbal Town DDO (Reg) Allama Iqbal Town Hafiz Muhammad Ahmad, Gulberg Town DDO (Reg) Lahore Cantt Saliha Saeed, Samanabad Town DDO (Staff) with the EDO (R) Ghias-ud-Din Ahmad and in Wahga Town DDO (Reg) Ravi Town Munir Ahmad Shah have been appointed Administrators. For Faisalabad CDG, Jinnah Town DDO (R) Faisalabad City Muhammad Asif, Layllpur Town DDO (R) Faisalabad Sadar Kiran Khurshid, Iqbal Town Senior Admin Officer Liaquat Chattha and for Madina Town DDO (R) Mubashir Hussain have been appointed as administrators. For Multan CDG, Bosan Town DO (R) Raja Shah Zaman Khohru, Sher Shah Town EDO (CD) Mehmood Javed Bhatti, Shah Rukan-e-Alam Town DDO (R) City Nosheen Malik and in Mumtazabad Town DDO (R) Sadar Ali Akbar Bhatti have been appointed as Administrators. For Rawalpindi CDG, Rawal Town DDO (R) Muhammad Arif Rahim and in Potohar Town DDO (Coordination) Nadia Shafique have been appointed as Administrators. For Gujranwalla CDG, Khajali Shah Pur Town DDO (R) Sadar Rao Riaz Ejaz, Qila Didar Singh Town DDO (C) Ali Akbar, Aroop Town Assistant Commissioner (General) Muhammad Awais Nawaz Tarar and in Nandipur Town AC (Revenue) Ahmad Saeed have been appointed as Administrators. All the above have been given powers of Town Nazims, Deputy Town Nazims and Town Councils. Oppositions Sardar Mohsin Khan Leghari, while commenting on the appointment of Administrators, opined that though it was an interim arrangement, but it certainly has serious repercussions as far as the Local Bodies elections are concerned, since the provincial government has established its own Punjab Election Authority, and its contours have not been finalised yet. He further asserted that it was a change for, of and by bureaucrats. This is the beginning of rigging the Local Body elections. Wise it is that essential services be provided in the interim period and no new projects initiated as it is being apprehended that new development schemes will be initiated since the District Governments have been already provided funds, but those have not been used so far, he said, apprehending that now those could be released for development projects.
