ISLAMABAD - A Special Committee of Senate Employees Cooperative Housing Society Tuesday expressed its serious concerns over non-serious attitude of the National Accountability (NAB) in holding an inquiry into the alleged irregularities and misappropriations in the affairs of the society.

To the surprise of many, a meeting of the Special Committee that held here on Tuesday under the chair of Chairman Senate Syed Nayyer Hussain Bokhari came to know that NAB had not completed the investigations in the alleged irregularities including sale and purchase of land for the society despite the fact the investigation was opened in 2011. Speaker National Assembly Sardar Ayaz Sadiq especially participated in the meeting.

Then Senator Azam Khan Swati had written to NAB in 2011 pointing out many irregularities and misappropriations in the Senate Employees Cooperative Housing Society and asked it that the matter should be investigated. The NAB opened an investigation against the accused in 2011 but it was not finalized till date.

Senate Employees Cooperative Housing Society, that is located Lohi Ber, Zone IV, was launched in 1996, however, it could not be completed after the passage of 18 years. The society had not required land mandatory to get no objection certificate (NOC) and for approval of Layout Plan (LOP) from the Islamabad Capital Territory Administration (ICTA). Under the rules, any society needed 1500 kanal lands to get NOC from ICT Administration.

The management of the society facing allegations of buying land at lower rates and purchasing it to the members at exorbitant rates. Furthermore, 94 kanal land for society was purchased at higher rates without the approval of the general body of the society that was mandatory. Another violation is that a number of Senators and MNAs were made members of the society ignoring the fact that society had been launched for the employees of the Senate only. In addition to that, the society had land in scattered forms and that is also against the rules.

Interestingly, the money around 250 million rupees that was got through purchase of 94 kanal of land was given to the developer but the society could never be developed as it had no NOC and LOP.

The Chairman Senate stressed upon NAB to expedite the process of investigation on this issue. He, however, expressed his dissatisfaction over the slow pace of work done by NAB. Speaker National Assembly Sardar Ayaz Sadiq also expressed his dissatisfaction over the performance of NAB. The Special Committee was given a detailed briefing on findings and recommendations of the report of the Special Committee constituted by the Chairman for the society. The Chairman Senate gave clear-cut instructions to NAB that no plea bargain would be acceptable to the Committee. He observed that the matter is highly important and the DG NAB should present a detailed report within one month. NAB informed that that they were waiting for the recommendations of the committee and LHC had issued a stay order on the issue.  He observed that the matters pertaining to the housing society were of sensitive nature and added, “It is painful when institutions involve themselves in the property business.”  He expressed his serious anguish over the absence of the Secretary Interior Shahid Khan and decided to take action against him under the rules.

  He stated that mushroom growth of the Housing Societies across the federal capital was because of the inefficiency of the interior ministry, CDA, Chief Commissioner and other law enforcing agencies.
