LAHORE - The Lahore High Court yesterday issued notice to the Punjab Emergency Services Academy director general in a petition challenging the appointment of an official of BPS-4 and enjoying the powers of BPS-16.

Muhammad Waqas Ali told the court of Justice Muhammad Qasim Khan that on June 1, 2016, Muhammad Nazir was appointed ‘illegally’ on BPS-4 as Rescue1122 life guard and on June 6, 2016, he was assigned powers of Junior Adjutant (BPS-16).

He alleged that Nazir was misusing his powers and humiliating senior officials.

 “Emergency Services Academy DG Brig (r) Ameer Hamza misused his powers appointed Muhammad Nazir though the other staff showed their concerns over the appointment. The DG also threatened to replace the staff with his new team,” the court heard. The petitioner said audio recorded tape would also be presented as evidence. He argued that there were two illegalities; there was no post existed like junior adjutant and the other was that ESA DG and junior adjutant exercised powers unlawfully.

He requested the court to declare posting of Muhammad Nazir and his promotion on BPS-16 illegal and direct the authorities concerned to explain as how the appointment was made and how the person was given promotion.

He also prayed the court to stay the process of appointment of physical instructor on BPS-16, and meanwhile, respondents including ESA DG and junior adjutant be restrained from exercising their powers for safe administration of justice. The court sought explation from the DG and adjourned hearing until October 18.
