Floodwater from India

According to a news item, floodwater released by India into the river Sutlej has entered Pakistan causing massive damage to farmland. I think we should have arrangements to store floodwater released by India from time to time. And what if India, instead of releasing water withholds it, putting our investment on the project in danger? To cover that possibility, we need to negotiate with India and agree to pay a fee for release of surplus water. Arrangement should also be made to channelise floodwater towards Cholistan and Thar deserts.
