LHC orders deployment of guards in school vans, rickshaws

LAHORE: Lahore High Court Chief Justice Syed Mansoor Ali Shah on Friday ordered administration of public and private schools to appoint guards in vans and rickshaws of the school going children for their security.

The Chief Justice also ordered the school education department to meet the parents of the children to evolve a policy for the registration of every school going child. The CJ passed the order on a petition moved by lawyer-petitioner Zain Sikandar.

During the hearing, a law officer on behalf of the Punjab government told the Chief Justice that boundary walls of 4000 public, and 2000 private schools of category “A” and “A plus” had been raised and barbed. He said security personnel had also been deputed at these schools.

Vice chancellor of Kind Edward Medical University Faisal Masood also appeared in the court and stated that that transplantation of organs of kids below 5 is not possible. He said however there are lacunas in the organ transplant act regarding transplantation of organs of youngsters which should be removed.

On it, the CJ ordered the police to monitor the school vans and depute security personnel on them. The CJ also summoned AGP to assist the court to remove lacunas in organ transplant act. The court also appointed Adeeb Rizvi, head of Sindh Institute of Urology and Transplantation, as amicus curie on the matter and deferred further proceedings until September 20, 2016.

Earlier, lawyer-petitioner Advocate Zain Sikandar argued that incidents of kidnapping of school going children had been increasing and most of them were abducted on their way to school or vice versa due to which parents were very worried about security of their children. He said under the constitution protection of the children is responsibility of state. He prayed the court to order the authorities concerned to provide security to the school going children.

Later, talking to the reporters, Advocate General Punjab Shakilur Rehman said that the government was taking practical steps for recovery of missing children. He stated in Lahore, the investigative teams were being monitored and being provided legal assistance. He further said that media should report on this topic with responsibility. They were making a strategy to air pictures of missing persons, he added.
