The first ever breach of agreement, reneging from promises and pledges made with the federating units of Pakistan happened when promises made in the Lahore Declaration were not kept. The principle text of the Lahore Resolution was passed on March 24, 1941 but became part of the Muslim League's constitution in 1946. It formed the basis for the demand of the Muslim League for a separate state for the Muslims of India. The Resolution declared, "No constitutional plan would be workable or acceptable to the Muslims unless geographically contiguous units are demarcated into regions, which should be so constituted with such territorial readjustments as may be necessary. That the areas in which the Muslims are numerically in majority as in the North-Western and Eastern zones of India should be grouped to constitute independent states in which the constituent units shall be autonomous and sovereign". The Sindh Assembly was the first British-Indian legislature to pass the resolution in favour of Pakistan. Saeen G. M. Syed, an influential Sindhi activist, revolutionary and Sufi, joined the Muslim League on the promise of an autonomous province and even presented the Pakistan resolution in the Sindh Assembly. The move was based purely on the promise of autonomy. Some of the leaders opposed inclusion in Pakistan. As it turned out, they were blessed with a broader vision and had a better understanding of the conspiracy. Soon after the emergence of Pakistan, the Pakistani establishment started showing its true colours and showed us that they only wanted to safeguard interests of Punjab alone. Saeen G.M Syed, having realized what the game was, announced the movement for Sindhu Desh--an independent and sovereign homeland for Sindhis. Sindhis also welcomed it and in a short period of time, the Jeay Sindh Tahreek received a huge response from the public. When the establishment realized that the movement is getting recognition, they initiated a dual strategy to defeat the Sindhi movement. In rural areas, they supported the PPP being lead by Shaheed Zulfikar Ali Bhutto and in cities, the MQM was introduced. To some extent, the establishment may have succeeded in defusing the struggle of this noble cause. But eventually, it had to murder Shaheed Zulfikar Ali Bhutto judicially and Saeen G. M. Syed was also kept in detention through out his life and that is how he breathed his last in a hospital in Karachi. -MUHAMMAD ABBAS BHUTTO, Larkana, December 25
