Like political corruption, bureaucratic corruption in Pakistan has become pervasive. Many of the bureaucrats, who are called upon to cleanup corruption, are themselves beneficiaries of this corrupt system. The most effective way to control bureaucratic corruption is to reform rules such as purchase and procurement, transport facilities and fuel consumption but who cares if the bureaucrats are corrupt or not when the whole system stinks to high heaven.
