License to protect

I am a peace abiding citizen and abide by all the laws of the state. I do not have a license to keep any firearm to protect my family in case of any untoward incident, which is becoming very common in Pakistan. I have been waiting for the time when the state will allow its ordinary citizens to get license for firearms for self-protection. The latest ban on the issuance of arms licenses has put another question mark on my very democratic right. How come the guards and other people have license to carry arms while citizens cannot to provide protection to one’s family?
I know, in past, governments have been using this for a political mileage only but this government should not ignore public interests and allow arm license issuance on merit with immediate effect. When a state fails to provide protection to its citizens then it should allow them to protect themselves and their families.
