LAHORE - PPP’s central Punjab President Mian Manzoor Ahmed Wattoo has urged the necessity of announcing Provincial Finance Commission Award on the pattern of National Finance Commission Award (NFC), outlining the distribution and utilisation of development funds among the districts of the Punjab province.  

He underscored the importance of this arrangement to meet the imperatives of equitable development of all the regions of the province.

Talking to media after meeting, the former Governor Punjab, Makhdoom Ahmed Mahmood here on Tuesday, Wattoo observed that the present wave of rejection of the PML-N-led government was mainly due to the unfair distribution of financial resources among the districts. Few mega projects in the big cities of the Punjab province have eaten away the share of financial resources of the far-flung areas of the province, he alleged.

The PPP leader pointed out that dilapidated roads, miserable education and health facilities, disappearing of the farm to market roads and worsening civic amenities in the province were due to the flawed development strategy followed by the present government.

He said that he was not opposed to the development of the big cities but it must not be at the cost of the less developed regions ,adding, such discrimination also fueled urban rural tension contrary to process of integration of the population in the province.

 He recalled that the Punjab govt had transferred billions of rupees of the Local Bodies funds in the past to fund the Lahore Metro Project and the Auditor General had not reconciled such expenditures as such as valid charge.

Manzoor proposed that funds allocations through PFC Award should be utilised through the respective district governments without the unnecessary interference of the bureaucracy.

He further said that such mechanism would ensure equitable distribution of the financial resources among the districts.

It will result in bringing the less developed districts at par with the developed districts of the province mitigating the economic deprivation of the people living there, he added.

He pointed out that the previous PPP govt announced 7th National Finance Commission Award through consensus with the aim of granting financial autonomy to the provinces as an instrument to strengthen the Federation by addressing the economic problems of the people of the provinces.
