LAHORE - Parliamentary Secretary for Tourism Mian Tahir Pervaiz Wednesday misbehaved with Personal Staff Officer to Speaker Mian Muhammad Jamil over a trivial matter.

He asked Speaker’s PSO to make sitting arrangement for his guests in Speaker’s box for they wanted to watch the Assembly proceedings. The officer told him that the box was full to its capacity, but the legislator insisted on having his friends inside the Assembly.

The parliamentary secretary misbehaved with the officer and also twisted his arm when he refused to oblige him. All this happened outside the Speaker’s chamber before the sight of many lawmakers. A security guard later intervened to rescue the officer.

The Assembly staff later had a meeting with Speaker Rana Muhammad Iqbal, who promised action against the PML-N MPA from Faisalabad. Repeated attempts were made to reach Mian Tahir on his cell phone to have his version of the story, but he was unavailable.

Treasury managed to keep the House in quorum to complete the agenda of passage of eight bills including Parks and Horticulture Authority (Amendment) Bill 2017 with majority on Wednesday, rejecting all cut motions moved by the Opposition.

Opposition pointed quorum twice, first at the start of proceedings on Government Business and then at the time of voting on seventh bill on agenda to stop treasury from carrying out legislation. On both the occasions, treasury managed to bring the legislators in required number to the House after ringing bells for five minutes. Apart from clear instructions from the top leadership of the party, lunch was arranged to ensure presence of treasury members in the Punjab Assembly premises.

Accusation of Opposition legislator Mian Aslam Iqbal on top PML-N leadership caused uproar in the House and counter allegations from the treasury members.

Mian Aslam Iqbal accused the treasury of bringing changes in Parks and Horticulture Authority (Amendment) Bill 2017 to facilitate owner of a Bholi Juice Corner who was supplying fresh fruits to Jati Umra. He said that the said vendor was already given huge space at Allahhu Chowk Johar Town, Liberty Roundabout, Shadman and Azadi Park. Fresh amendments, he said, was aimed at giving more favor to Bholi Juice Corner and brother of federal interior minister. He asked the Law Minister to inform the House that how such key spots were handed over to the said vendor.

Law Minister Rana Sanaullah said that it was right of everyone to take part in open auction.

“Whether brother of a minister or Jehangir Tareen is getting a contract is not the issue. The real issue is giving a contract in a transparent manner. Favor in return should not be bearing kitchen and travelling expenses of a leader”, Rana Sanaullah said.

After rejection of motion of Aslam Iqbal regarding advertisement of proposed amendments for eliciting public opinion, the House passed Parks and Horticulture Authority (Amendment) Bill 2017 with majority.

The House also passed The Dera Ghazi Khan Development Authority (Repeal) Bill 2017, The Punjab Environmental Protection (Amendment) Bill 2017, The Punjab Criminal Prosecution Service (Constitution, Functions and Powers) (Amendment) Bill 2017, The Punjab Mantenance of Public Order (Amendment) Bill 2017, The Punjab Ehtram-e-Ramazan (Amendment) 2017, The Punjab Local Government (Amendment) Bill 2017 and Punjab Employees Efficiency, Discipline and Accountability (Amendment) Bill 2017 with majority, rejecting all cut motions moved by the opposition legislators.

Earlier, during Question Hour on Housing, Urban Development and Public Health Engineering, Opposition Leader Mian Mehmoodur Rasheed questioned extending jurisdiction of Lahore Development Authority (LDA) to four districts after its failure to perform in Lahore.

 

He said that the Apex Court has already given a verdict that TMA would prevail in case of overlapping of powers. He said that the government was not implementing the Apex Court verdict given about two years back. Minister Haroon Sultan Bokhari said that the government would make sincere efforts for carrying out legislation within three months.

On the allegations of PPP’s Faiza Malik regarding ministers and ruling party MNAs/MPAs grabbing land for LDA City Housing Scheme, the minister said that NAB was free and as such could be approached for redressing complaints. Majority of the questions were pended due to absence of movers.

On completion of agenda, the chair adjourned the session till Thursday at 10am.
