LAHORE – FIA Punjab Director Waqar Haider, an officer of grade-19, is holding the post of grade-20 in sheer violation of rules and regulations for last eight months, sources in FIA said on Monday.

FIA Director General Tehseen Anwar Shah during his visit to the City last week admonished Waqar Haider for his poor performance and asked him to improve the same, the sources further added.

They said the director was given acting charge of the said office about eight months ago when a grade-20 officer Inam Ghani, serving as FIA Punjab Director, was removed due to the reasons best known to the establishment. “What the calamity was to happen that the establishment had to post a junior officer on a higher post by removing a senior officer serving on regular basis”, said an officer of FIA seeking anonymity. He said actually the current director was posted only to facilitate Moonis Elahi, son of a former Punjab chief minister Ch Pervaiz Elahi, in NICL scam wherein he was accused of corruption of Rs 220 millions. The director after taking charge of the office not only facilitated Moonis in various heads but also de-froze the assets frozen by the court, the officer said.

Waqar Haider and AD Legal Zulfiqar Ali allowed the management of M/s Angro Tractor (Pvt) Limited to operate their two accounts which were seized by the FIA, and the petitions to de-freeze them were also dismissed by the courts. Zafar Ahmad Qureshi then FIA Additional DG submitted a report and written a letter to Interior Secretary Khawaja Siddique Akbar on September 14, 2011, explaining the nature of crime committed by the two officers and sought approval of registration of a case against the said officers.

There was impression among the FIA circles that present director was backed by the PML(Q) and he was only surviving because of the Chaudhrys.

Sources in the FIA claimed that the Punjab zone was the biggest zone of the country and it was being run by an officer who was not only a junior but also serving on acting charge basis. They said number of senior officers were serving in FIA headquarter including, Director Interpol, Capt Usman Zakria, Director IPR, Laiquat Ali Saleemi, Director ECW, Wajid Zia, Director Immigration, Capt Zafar Iqbal and Director Administration and Director Rawalpindi, Inam Ghani all these officers were of grade-20 but they were not posted as FIA Punjab Director. “This is the post of DIG officer of police while Waqar Haider is a SSP rank officer”, said a subordinate officer on the condition of not to be named. He said director was attending now a days NIPA course due to which office work was suffering badly. When contacted FIA spokesman, he said he could not comment on the story.
