Burying the LB system

The concept of devolution of power to the grassroots level virtually stands buried in the country, as no provincial government shows any eagerness to hold local body elections; they have been postponed time and again during the past one and a half years on one pretext or another. The oft extended argument is that the prevailing law and order situation does not permit such a massive activity to take place. PPPs decision to re-introduce commissionerate system in Sindh would prove to be the last nail in the coffin of local bodies. As a result, Pakistan is being governed by two different systems. Following suit, Punjab is also getting ready to bring back the same system. If that is a candid view of the major political parties represented in parliament, the Constitution should be amended accordingly to let a single system to operate in the country. There is not an iota of doubt that the commissionerate system was introduced by the British rulers of the Indian subcontinent, who were aliens and wanted to keep a strong grip over the local population. In the modern world, local body system is considered to be the most suitable option that involves people at the grassroots in the decision-making process. The basic principle is government by the people and for the people. One has to wait and see what is PPPs next move?
