ISLAMABAD - Was it a typical superiority complex or something else, but a Deputy Superintendent of Islamabad Police (DSP) could not avail perks and privileges of Superintendent of Police (SP) just before his retirement due to the discriminatory attitude of his seniors PSP officers.According to a notification, DSP Raffaqat Hussain was promoted as SP in Islamabad Police just two days before of his retirement.However, the local police establishment, behaving in a discriminatory style, did not promote him to the next rank and forced him to leave the police department as per his previous rank. Against the services rules of police department, well reputed and honest police officer Raffaqat Hussain could not take charge of his office as SP due to monopoly of PSP officers in the Islamabad police. DSP Raffaqat Hussain was promoted as SP along with other five DSPs through a notification No 3/17l2012-ICT-I according to the recommendations of departmental promotion committee, which was headed by the Secretary Ministry of Interior.According to the notification, two DSP Raffaqat Hussain and Hafeez Ahmed were promoted with immediate effect against an anticipated vacancy to be made available on repartition of PSP officers and other four DSPs including Jamil Ahmed Hashmi promoted against the post falling vacant on the retirement of SP Ch Liaqat Ali, Nighat Haider promoted against the vacancy on the retirement of Hakim Khan SP, Gulfam Nasir promoted against the vacant seat on retirement of Muhammad Yar SP. According to the notification, as issued on March 13, 2013, DSP Raffaqat Hussain had only two days left before his retirement. He tried his best to take charge as SP, but the influential PSP allegedly officers refused to leave the office only for two days. Well-reputed DSP Raffaqat Hussain who didnt have any political backing could not succeed to get the charge of SP even when he had his promotion notification in his pocket.Matter of fact, like other government institutions the PSP officers do not feel comfortable with promoted/ranker officers. Thus, Raffaqat faced the same discriminatory attitude of PSP police officers and has to go for retirement on March 15 as DSP against his promotion as SP. IG Islamabad Bani Yamin, when contacted, ignored the issue and avoided to talk with TheNation.Another DSP of Islamabad Police, requesting anonymity, told this scribe that PSP police officers did not behave well with promoted officers of Islamabad Police accordingly. Due to invisible rift between the PSP police officers and promoted police officers the official work of police department also gets disturbed. There are a number of complaints surfacing due to invisible tug-of-war inside the police department.
