It has been reported in the print media that government has prepared a 25 years plan for Water and Power Development in which Kalabagh dam is included after building consensus between provinces. In fact consensus on Kalabagh dam is not mandatory after the 1991 Water Accord which lays down that any feasible dam on Indus may be built for water storage and power generation. I am privy to a conversation with a retired senior army officer who said that during his conversation with a prominent Awami National Party leader the latter said how they could stop Kalabagh dam if the government had the will to build it? So the ruse of consensus on the mater does not hold any water anymore. No amount of alternative resource of energy other than hydel would be feasible economically for Pakistan.
