ISLAMABAD - Oil and Gas Regulatory Authority (Ogra) has closed its eyes on the task of issuing licences to the distributors, as it ostensibly seems unwilling to take the responsibility of ensuring public safety and consumer protection. No person shall undertake transporting, filling, marketing or distributing of LPG, LNG or CNG unless a general or specific license to undertake such activity has been issued and is in full force and affect and the person is the licensee Ogra Ordinance, 2002 reads. Sources in LPG marketing companies while talking to this scribe said, it is crystal clear from the above said Ordinance of the authority that distribution of LPG was recognised by Ogra Ordinace 2002 as a regulated activity and it mandated any person or individual involved in the operations of distributing LPG to seek a license from the Authority/ Ogra. In spite of this, Ogra has closed its eyes on the task of issuing licenses to the distributors, and apparently seems unwilling to take the responsibility of ensuring public safety and consumer protection. Instead the Ogra has chosen to free itself from all the blames by putting all the burden of the illegal activities of the distributors including decanting and black-marketing/over-charging on the shoulder of the LPG Marketing Companies. Even after nine years, Ogra is not fulfilling its legal obligation of registering the distributors and has adopted a laid back/ non-serious attitude towards public safety and consumer protection, a source said. It is testimony of the fact that Oil and Gas Regulatory Authority (Ogra) on 25th July, 2011 declared its earlier decision regarding the registration of authorized distributors of Liquefied Petroleum Gas (LPG) Marketing Companies null and void with immediate effect thus putting human life at risks. However, it is relevant to point out over here that LPG marketing companies do not have the policing and/or magisterial powers to control the distributors as such control can only be effectively carried out by Ogra itself and the local/ provincial governments and their representatives such as DCOs etc. To ensure safety throughout the LPG supply chain, LPG storage tanks, cylinders, bowzers and distribution out lets of the licensees will meet the minimum safety standards as laid down in applicable rules sources in LPG industry shared while talking to this scribe during a query in this regards. They were of the view that unauthorized distributors found in market everywhere already busy in low filling, cross filling the LPG cylinder while charging heavy from the consumers would add salt to masses injuries by this clean chit from the authority. Ogra through its recent measure has given go ahead to LPG distributors to mint money from the public, sources unanimously opined. However the announcement made by the acting chief of the authority to void registration process, would prevail the illegal filling of LPG gas that would definitely put the human lives on risk in commercial and residential areas of the country.
