LAHORE By promulgating the Punjab Food Safety and Standards Authority Ordinance 2011, the Punjab Government has created enough room to accommodate favourite politicians in all powerful Food Authority, raising alarms among stakeholders, mainly the individuals relating to the business and having little or no political connections. The composition of the Food Authority suggests that it would be almost impossible for the officers and officials assigned the task of curbing the food adulteration menace to say no to all powerful Chairperson, three MPAs and over a dozen representatives from business community and different organisations appointed on political-cum-personal grounds. One glaring example is of PML-Ns MNA Muhammad Hanif Abbasi from Rawalpindi, who has been appointed as Chairman Sasti Roti Scheme, which has received less appreciation and more of scathing criticism. The Food Authority will be a body corporate consisting of a Chairperson and 18 members. The government will appoint the Chairperson while the members include the secretaries Food, Health, Finance, Livestock and Dairy Development and Local Government and Community Development departments, three MPAs to be appointed by the government, two eminent food technologists or scientists, one representative of the Chambers of Commerce and Industry, two representatives each from food industry and consumers organizations, one representative each from food operators and retailers and one representative from farmers organization. Moreover, the Food Authority, with the prior approval of the government, can co-opt any other person as a member. Except five administrative secretaries, all appointment in Food Authority including posting of Chairperson will be made on political grounds. There is huge room for the MPAs and other members of Food Authority to benefit friends and target opponents. No food security officer can violate directions of Food Authority members as they can damage his career. The interference of political personalities, mainly MPAs and business community having connections in power corridors, is already enormous. Giving them absolute authority means no merit while dealing with adulterators. They can set adulterator friend free and even can teach a lesson to the opponent doing food business, said an officer at the Punjab Health Department requesting anonymity. It seems that the government has not evaluated reasons behind the failure of anti encroachment campaign. Local MNAs and MPAs created hurdles in removal and demolition of temporary and permanent encroachment. Giving these persons authority to directly control the department dealing in food adulteration related issues will practically deny access of consumers to safe food, he said, adding, the government should have taken more appropriate step of improving the existing system instead of introducing a new one that have enormous political interference.
