My inspiration for writing on Kalabagh dam comes from the learned views of Dr Muhammad Yaqoob Bhatti on the subject. By the time Bhutto came to power, Mangla dam had brought about an industrial and green revolution in the country and Tarbela dam was under construction. On a visit to Tarbela, Bhutto told the people assembled there to hear him that he would soon transform the economic life of the people. Now, Bhutto had no magic wand at his disposal to do this, he was obviously referring to the economic benefits that would soon accrue from Tarbela dam. After Tarbela dam was commissioned in 1974, preliminary work started on Kalabagh dam and continued uninterrupted through Bhutto's remaining years in power. It is tragic that Benazir Bhutto, in this one instance, did not follow in the footsteps of her father and chose to play politics with Kalabagh dam, with dire consequences for the country and its 18 crore people whom she claimed to champion.
