ISLAMABAD - The Public Accounts Committee (PAC) took notice of slow work and substandard construction of Parliament Lodges Extension Project and ordered to cancel the contract with present contactor while it instructed the Capital Development Authority (CDA) to make new contract on merit.

According to the contract, the project of 104 new apartments’ construction in Parliament Lodges was to be completed in 2014 but by now only 20 percent construction work has been completed.

The PAC, with leader of the opposition in the National Assembly Syed Khurshid Shah in chair, reviewed the financial irregularities in CDA and raised serious questions on the performance of civic body. The chairman PAC instructed the CDA that it must fix the reserved price of plots before plots’ auction and it should avoid allotment of plots to the blue-eyed persons and should strictly adhere to the merit policy during allotment of plots in the federal capital. He said that it was audit objection that CDA had sold eight acres of agricultural land only of Rs 1.5 million.

Chairman CDA Maroof Afzal told the committee that agriculture farms were allotted on merit and even CDA acquired the land of locals under the land accusation act and allotted the agro farms to those affectees as compensation.

On the issue of illegal opening of guesthouses, restaurants and beauty parlours in different sectors of capital, the chairman CDA briefed the committee that CDA had cancelled the 14 plots and issued the show cause notices to 66 owners of such houses where commercial activities were being undertaken. HE said that the sewerage system of capital had been destroyed due to non-availability of treatment plants. But CDA has installed eight new sewerage plants in the federal capital, he maintained. He said that CDA had accelerated the development activities in Park Enclave and I-15 sector for providing basic facilities to the residents and that he had passed an ordered of appointment of eight new doctors in CDA hospital.

The chairman PAC handed over two cases of illegal allotments of plots to Federal Investigation Agency for investigation and requested to complete the inquiry soon and submitted a report to the PAC in that regard as well.

The chairman PAC instructed the CDA to bind all the housing societies to install sewerage treatments plants in their respective housing towns that come within the ambit of the CDA. The PAC also sent a matter of illegal allotment of agro forms to departmental accounts committee for settlement of the audit paras.

Meanwhile, the PAC Chairman appointed Shahida Akhtar convener of the sub-committee of PAC in place of Shafqat Mehmood of Pakistan Tehreek-e-Insaf (PTI).

Members National Assembly including Syed Naveed Qamar, Sheikh Rohail Asghar, Shahida Akhtar, Dr Azra Afzal Pechuho, Mian Abdul Mannan, Muhammad Khalid Maqbool Siddiqui, Syed Kazim Ali Shah, others attended the meeting.
