KARACHI  - A division bench of Sindh High Court comprising Justice Ms Qaiser Iqbal and Justice Khwaja Naveed Ahmed Monday directed IG Police Sindh and others to ensure security at Pakistan Telecommunication Company Limited (PTCL) premises and installations throughout Sindh, including Karachi. The direction was issued on petition filed by PTCL General Manager (HR) Feroz Junejo, who submitted through his counsel that services provided by PTCL are availed not only by government and general public, but also defence forces. Any disruption in these services, connection system can have dangerous consequences to safety, security of state and people. It alleged a group of employees is indulging in illegal strikes, other unfair labour practices like locking of PTCL offices in Sindh, Islamabad, Punjab, NWFP, restraining officers from entering premises and performing their duties, turning off electricity supply to telephone exchanges and disrupting telecommunication service. Against these actions, petitioner lodged case No. 4A(47)/2008 with National Industrial Relations Commission, which passed prohibitory order on June 9, 2008 regarding safety, security at PTCL premises and installations. But between June 9 to 25 directions given were not implemented in one or so pretext. On July 15, 2008, it was announced by similar dismissed workers that telephone exchanges, headquarters and other offices of PTCL across country would be locked and no one allowed to enter or exit there. Petitioner approached NIRC on July 15, 2008 in second petition which issued prohibitory order in which SSP Islamabad was asked to see workers on strike do not gather within 500 yards in PTCL premises, get cleared main gate, forthwith, if not SSP should do needful and submit report. He filed petition in Islamabad High Court on July 17 seeking compliance by police on prohibitory orders issued by NIRC on above mentioned date regarding removal of protestors, agitators from its premises and installations. IHC disposed off petition, directing respondents should ensure no violator of law may enter premises owned by PTCL, remove protestors, agitators from installations of PTCL throughout Punjab, particularly in Lahore. Another petition filed in Lahore High Court was disposed off by court with similar orders to respondents. Petitioner apprehended respondents - Sindh Chief Secretary, IG Police Sindh and others - may not discharge duty in respect of security in Karachi and other parts of province unless directions are given by court. SHC division bench after hearing directed respondents to ensure protection and security at PTCL premises and installations across province, particularly in Karachi and disposed off matter.
